"A Word on Due Process"

The Imperial Starfleet is not what it once was. I do not say this disparagingly, but rather as a matter of fact. We must use the fleet (and the army, for that matter) wisely, and accordingly. It is true that we have lost many of our vessels, but vessels can be replaced. We have also, far more alarmingly, lost many of our finest officers and the academies with which to recruit and train them. I have said before that these trying times for the Empire require an "all hands on deck" approach; surely this is the time to declare an end, once and for all, to the arbitrary and vindictive executions of officers for the slightest mistakes that they make—a shameful, wasteful practice made infamous by the subordinates of our late Emperor Palpatine.

From this point on, members of the Moff Council are to instruct their own subordinates that no officer is to be executed without the benefit of due process, and to remind them that only gross dereliction of duty shall be considered punishable by death; not simple mistakes, which shall be punished proportionally. It is time that the Empire learned from the example of Grand Admiral Thrawn, who led us to great victories and who also lamented the inhumanity and disregard with which capable officers were often wasted. Perhaps most importantly, in addition to this, is that our Captains, Admirals and so on should feel comfortable taking the initiative (and taking risks, which always, necessarily, have a chance of failure) without hesitation or fear of reprisal.

I trust this message will be passed down to the appropriate subordinates. As always; service, fealty, fidelity.
