My apologies on my recent absence. I had business to attend to back home on Ryloth, and unfortunately it required my personal attendence for it was a personal matter. Now, while I support some of the aspects of this legislation...I believe this "slush fund" leaves itself to be used too irresponsibly and leaves one too much oppotunity to become corrupt, and I will not have that. I vote Against this bill.

I will in the light of Senator Fortes objection remove from the bill the discretionary fund in favour of that money being earmarked for debt repayments.

Perhaps this is a reasonable concession?

I thank the Chief of State of listening to my concerns, but after reviewing the bill more intensely, and catching something I didn't the first time, Iwill continue my vote against, until you also address those in poverty. Benefiting those that make 10,000 credits or more a year, is ridiculous when countless others need this aid more.

What rate would you then propose? You have specifically vetoed the discretionary fund that could be used to give to the poor. Perhaps you could propose a constructive alternative?

If you want my constructive suggestion... I believe it should be such:
The amount of 10,000 credits shall be given in a federal government tax rebate to every legal New Republic citizen, of adult age or being an emancipated minor, that in the previous fiscal year made 30,000 credits or less, or is currently unemployed, and has been for a time period of one month or longer, at the time of this bill's passing.

I also would like to add the following ammendment:
Transformation of our tax codes into a generous progressive tax, with a provision that beings making 10,000 credits or less a year, should they prove burden of living due to lack of wages, can be exempt from paying income taxes. Burden of living defined as, being responsible with finances, but merely unable to pay their bills, cover food pruchases, etc. due to lack of wages. On undertaking an exemption under this provision, the being would also, by federal mandate, be exempt from planetary income tax as well.

In other words, adding a hardship exemption for those making 10,000 or less a year on the income tax, both federal and planetary.

While there is one other iem I'd like to see added to this bill, I will refrain, as I believe that would be a manipulation of my political position here in breaking the vote, and a misuse of power in general. As such, I am satified with the bill as it now stands, and change my vote to In Favor.

On the one hand I support rebates for the People but also recognize that Coruscant government has many needs of its own to provide for those people in the form of public services and transportation not to mention the horrendous plumbing situation. As a consequence I Support this bill as well as Senator Fitzgeralds bill because I agree with Senator Vanden that they should be combinde. I disagree still with our current chief of state's cuts to the military and firing of soldiers but if it results in more savings at least it can be spent in a responisble fashion.

Also as chair of the Senate I recommend the voting on these measures is closed.
