Most reverend and honourable Minister of State Fiske, it has come across my desk--rather recently--that a report was filed of a request for assistance on the planet Kalee. While I am at a lack for memory concerning the exact contents of the report, it did state in no small amount that "the locals are merely untameable, and should be addressed as aggressive savages" in lieu of a more "welcoming populations to move in on the Sector's beutiful territory". While all reports indicate that Grand Moff Dominin is not one to banter around words, perhaps justification of the pacification of the planet could be best justified through a committee established on the planet Kalee to determine the state of Sentience? I'm being told by fellow colleagues that the results should prove most beneficial for the good Grand Moff, and that if indeed the sentiences on the planet can be categorized as insentient, then they would not fall privy to universal laws and freedoms and we would breach no discord with the Grand Admirals declaration.

Thus, most reverend and honourable Minister of State, I would like to petition that a detachment of stormtroopers be placed within InQuestor oversight and a small group of InQuestors be sent to the planet to determine the state of sentience of the planets populace.
