The money saved during the recent defense cuts would be allocated as follows (please consider this a proposal and open to negotiation).

This fiscal year

50% - Abolition of Interstellar Tariffs.
50% - One time tax rebate of 500 Credits to each taxpayer earning atleast 10,000 Credits.

Next fiscal year (and onwards)

50% - Abolition of Interstellar Tariffs.
50% - 3.5% cut in General Taxation (However this will be funded directly from the surplus caused by the Defense Cuts and will not hit other departments).

Mr. President,

It occurs to me that any fair compromise between a rebate measure and a tax relief measure should involve some variety of rebates and tax relief up front, rather than tax cuts being remanded to the next fiscal year, as you propose (especially considering that finances and politics can change significantly in a year). As such I propose that shipping taxes will be phased out more gradually to allow for the immediate implementation of both plans, roughly as follows (Economics can sort out the details if need be):

FY20
40% of defense surplus allocated for 475 credit rebates for taxpayers earning between 10,000 and 300,000 credits.
40% allocated for a permanent 2% cut in the general, planetary tax (that is, to be allocated transitionally to programs, agencies, etc. adversely affected by the loss of revenue. The Economics Council must propose cuts and adjustments to the budget as necessary to make up this loss of funds by FY22, at which point the defense surplus will have been expended).
20% allocated for phased reduction of interstellar tariffs (first phase).

FY21
40% allocated for phased reduction of interstellar tariffs (second phase).
40% allocated for continued transitional funding to agencies, programs, etc. affected by the tax cut.
20% allocated for investment in Republican Guard forces, recruitment, equipment, etc.

I no longer have the economics advisors that you now do, so understand that these suggestions are open to refinement.

Indeed, Chief of State. After hoping you two could bring an actually beneficial solution to the table, and after some thought, I realise that I am one of the few Senators left that actually want to help the people, not just glorify my name behind a popular belief, and I actually want to help the New Republic. This can not be accomplished in some backroom committee, and my silence is not approval...but the wheels of democracy must roll, so I am not attempting to halt this. But remember this, there were items you agreed to in this legislation. Items that could help those truely in need. And those items were not honored in this final agreement by either of you.

Senator Fitzgerald, you dissapoint me. For I thought you to be a better man. I have been away, striving to better my people and my homeworld after centuries of oppression. My people have been finally given a chance to start over...and better ourselves and our ways. We have a chance to fight and end oppression and slavery, becoming a bastion of light for the Outer Rim, and an example to the rest out there that all is not lost. I trusted that in our hands, those that I have come to rely on as support, and you being a man of like ideals and beliefs, that you would help those that need it the most, and you have not. I publically withdraw my name from this Reconciliation Bill.

Senator Forte, this is a tax relief measure. With respect, I don't see what it has to do with oppression and slavery and bastions of light and all of these things. I would point out, however, that thanks to this compromise measure, we have arranged to cut taxes and provide additional funds to the Republican Guard to defend worlds—such as yours—from the Imperial menace. This is a significant victory for us at a time when our defenses, with respect to the Chief of State, are being slashed without relent.

Your proposal, Senator, would have bankrupted the New Republic. We simply cannot afford to send 10,000 credit checks to tens of trillions of beings, especially those who are least likely, statistically, to create new jobs. But I have to point out, again, that under this compromise planetary taxes—for example, Ryloth's—are being cut, which will allow your world to pursue this sort of rebate if you so choose.

Senator Forte, your personal attacks on me are uncalled for, and unprofessional. I voted against the President's measure. You voted for it, and it is because of this that I am now compelled to water down my measure to reconcile with the President's. So do not blame me, of all people, that the end result is not to your liking.

I apologise for even consulting you, if Mr Forte thinks that he is above a "backroom committee" here, we really should have taken his silence and failiure to articulate himself in any way on a bill as meaning "Please incorporate my ideas, they must be brilliant, so brilliant in fact, that I do not mention them."
Indeed Mr Forte, you might have well just stayed on leave, for all the contribution you have made on this legislation (and indeed your cogent debate on the recent lightsaber bill). I do find myself frankly shocked as to why your world elects you (after being fined 100,000 by the corruption panel you head, and general non-contribution to debate), when evidently you are "above" doing the work expected of a legislatior.

As head of the coruption panel, and head of the monuments committee I frankly expect more in future, while you may feel you are "saving the world", I remind you your job is as a legislator and member of various committees, not as the stalwart hero of the land..

More specifically I do not wish to see you involved with being fined by your own committee again, it is most unseemly. I also wish to see some actual work being done by the committee you head as well as you showing your face in the legislature a little more.
