Senator Ryuun, it is fallacious to suggest that because we cannot regulate every dangerous weapon in the galaxy, we therefore shouldn't regulate any. Senator Kruus and Senator Tiure, your amendments are acceptable. I would also like to include a further amendment, that inoperable lightsabers (so certified) may be sold, purchased, owned and/or exhibited as antiques provided that the lightsaber in question was manufactured no later than 19 BBY.

These amendments have only made a bad bill even worse. It is, first and foremost, a wanton invasion of the rights of our sovereign member worlds to impose an arms control policy on them. This is each planet's decision to make, not the Senate's. I would vote against the bill for this reason alone, but now that it has been amended to create a tangled web of bureaucracy—new licenses, documents, procedures, and responsibilities for departments that are already inefficient—I oppose the measure even more strongly. The Force only knows how much all of this would cost.

I concede to the Chief of State's amendment. However, I do so reluctantly because I feel this will continue to enable the proliferation of lightsabers in the galaxy. But I suppose anything that keeps this hideous weapon out of the hands of the morally incontinent is better than nothing, as I mentioned to Senator Ryuun. I state for the record, however, my understanding that member planets may take further measures to ban or limit the lightsaber in their own systems, as they see fit. As I alluded earlier, Brentaal is considering just such a measure as we speak.

Also for the record, the official weapon of the Brentaal Academy (insofar as there was an "official" weapon) was the energy shield; a far more appropriate symbol for a defender of the peace.
