A number of recent, prominent announcements, sales, etc. have brought "Ravak and Larben, Independent Shipwrights" to the attention of the Commerce Council, which recommends that it be inducted to the list of businesses with which the New Republic and its worlds are prohibited from transacting; we have determined that "Ravak and Larben" uses unusual and extravagant methods to conceal its finances, its whereabouts, and even the identities of its employees and executives. Credits paid to this organization (which are, invariably, in cash) seem simply to "disappear," and are not to be found in any known banks or depositories. Moreover, no charter for "Ravak and Larben" has been filed or recognized on any known world, and the organization does not exist on any known stock exchanges.

Considering the secrecy of this organization, it is both prudent and proper that commerce with it shall be prohibited until such time as the New Republic, or a credible financial institution such as the Intergalactic Banking Clan, has deciphered its finances, revenues, etc. Until such time, "Ravak and Larben" has every appearance of an unlawful front organization, perhaps for the purposes of tax evasion, or for purposes even more sinister.

This memo shall be CC'd to the appropriate division heads, and to the New Republic High Court for its consideration.
