It has come to Empire's attention that you have, in recent days, bombarded your own planet from orbit and caused significant weather events there; namely, a deluge of rains and flooding that, according to our measurements, will have a significant and permanent effect on the population and, moreover, on arable land. We question the wisdom of this. You will understand, of course, that a flooded world of no population or economy is of no use to us, and the Council of Moffs will thus see no compelling reason to provide assistance to Leirooine for this disaster.

Please explain your actions, Sir, and explain why the Empire should not pursue charges against you for what is, it seems, the wholesale destruction of an Imperial world? Not to mention the ensuing absense of tax revenues.

Mr Fiske,

It seemed to me that the population of Leirooine, a shade of its former glory, and lacking in resources after strip mining, was going to be unable to successfully pay its taxation on time. As such I have taken the pre-emptive measure of making the world a more profitable one, and a more economically viable one to the Empire.

The world may now be used by the Galactic Empire for the disposal of any waste for the future, toxic and otherwise, and the economic value of this equates to roughly 3x the tax the planet would normally owe. Meaning that in addition to no longer requiring any Imperial money for the policing of the planet etc the Empire gains a valuable place to put its waste in perpetuity.

In addition to this, I must highlight that the flood was as a result of divine revelation, and as such should be taken to be an expression of freedom of religion, all the people of Leirooine would have wished to fulfill the will of Revan. And indeed they would also wish to sacrafice themselves instead of defaulting on a tax payment. The fact it allows the Empire 3 times our normal tax rate in waste disposal is purely incidental.

King Ribaldequin, upon brief consultation with my colleagues and consideration of your proposal, we find it most agreeable. I withdraw any remarks that I may have made in haste. The Empire shall commence the deposit of its biological and hypermatter waste on Leirooine within the week. However, I must warn you that if the sentient population of the planet falls beneath a certain proportion, as a result of these floods or, possibly, the deposit of waste, for cartographical purposes the Empire shall be compelled to redesignate it as an uninhabited planet (specifically, it would be listed as "UP235," no longer "Leirooine").
