Mr Gavrisom, The Galactic Empire has long fought many wars heroically and now wishes to be at the forefront of Galactic Peacemaking.
As such, the currently self styled "Mandalorian Empire" has been an irritation on our fringes for some time, threatening our worlds (worlds which are recognised to be able to ballot for membership of the Empire or New Republic).
With the war with the New Republic being over, we are able to re-direct many more vessels, men etc to utterly extinguish this "Mandalorian Empire" should the Empire become desirous of this goal.
However, in the spirit of peace that is pervading both the Empire and the New Republic at the present moment, the Empire is desirous of negotiating a settlement with the Mandalorians.
We are willing to be generous, to accept their current territorial holdings on the condition they recognise our sovereignty over our space, open up to free trade etc.
I should be clear, that while the Empire does desire peace, it does not need peace, and is more than capable of effecting regime change by force in this "Mandalorian Empire" should it threaten Galactic stability by refusing to cooperate in peace negotiations or should it attack the Empire.
