Ending the Exploitation of Ysalamiri
Ysalamiri are innocent animals that should not be exploited for their Force-repelling properties.

In recent years, it has become known to much of the galaxy that ysalamiri—sloth-like animals from the planet Myrkr—are capable of "repelling" the Force in the immediate area around them. Poachers have descended upon Myrkr, removing these innocent animals from their habitat and selling them, maltreated and malnourished, to customers who use them to defend against Jedi or Sith, or for cruel, scientific experiments, or just for the novelty of them. This is not acceptable, for two reasons; 1.) the Force repelling properties of the ysalamiri must not fall into the hands of our adversaries, and 2.) no animal should be treated this way.

I propose that the habitat of the ysalamiri on Myrkr, or the entire planet Myrkr if necessary, be declared "protected" according to Article II, Section I of the Diplomacy & Recognition Act. This would make the poaching of ysalamiri a crime punishable by a fine of 10,000 credits or 3 years in prison. I also propose that the possession of ysalamiri should be illegal, except for military or Jedi purposes and, even then, they must be treated humanely.

I vote in favor.

Ysalamiri have an important military purpose, and the Senator is right that they shouldn't be widely available. This measure, however, does not do enough—I believe Myrkr should be orbitally bombarded and all the ysalamiri on the planet killed, with the exception of those bred in captivity, in fortified installations, by the New Republic. To be fair, the Empire should also have access to ysalamiri, since they're currently the most frequent target of deranged, murderous Jedi. There should be a ysalamiri breeding and research program in which both the Republic and the Empire participate, and cooperate. Genetic modifications could be made as necessary, to make these animals more potent in their abilities. Perhaps, also, we can identify the particular organs that repel the Force, extract them, and devise a way to clone them in a laboratory so that they can be deployed in the field more efficiently.

I'm concerned, however, that declaring Myrkr a "protected" planet, so called, would prohibit the Republic from bombarding it for the purposes I have described. For that reason, I am inclined to vote against this measure unless Senator Vanden is willing to include my amendments.

Governor Oswaldt, assuming you read more than one sentence of this measure, you've missed the point of it completely. No, I will not include your amendments because they are disgusting, and the complete opposite of what I have proposed—to defend the ysalamiri from poaching and exploitation, and to preserve their natural habitat. You have proposed to destroy their habitat, kill them, and dissect them. I am absolutely opposed to this, so vote against my proposal if you must.

I did not miss your point, Senator Vanden. I ignored it. You say that you want to treat ysalamiri "humanely." I say that the root of the term "humane" is "human." This is a human concept, and there is no compelling reason to be nice to unthinking animals when they can be of some practical use to us. Instead of putting them to this use, you want to perpetuate their useless existence and this, Senator, is a profound waste of potential and a waste of the Senate's time.

Whatever else you might think of my suggestions, if you do not think that they're practical I challenge you to say so.

I vote against this bill, unless the following amendment is included.

"Civil Authorities may use Yslamiri for public works and protection, so long as their treatment is appropriate and Humane. Yslamiri may also be bred in captivity and owned privately (for Zoos etc) if kept in humane and appropriate conditions (to be licensed on a local basis)."

We will support banning the capture of Yslamiri, but not their cultivation and breeding, or ownership. Is the proposal to turn animals, bred in captivity lose? or perhaps euthanase them? We should keep the captive Yslamiri and use them to benefit our society.

I am in favor of the bill, in the interest of limiting the proliferation of these animals in the galaxy. However, I am also broadly in support of Governor Oswaldt's proposal of a program to breed and study the ysalamiri, not only for military uses but possibly for therapeutic purposes as well. There is a lot that we don't know about these animals, and should find out. Senator Tiure's amendment may be a step in this direction, and so I do not oppose it although it does seem to open loopholes that would make it difficult distinguish between the legal possession of ysalamiri and illegal possession. Personally, I would favor strict limitation of the sort that Senator Vanden describes, and a program of the sort that the Senator from Eriadu has advocated as well.

I will not compromise this bill, and I won't lose any sleep if it passes without the support of Senator Tiure or Senator Oswaldt. To the latter, what is practical is not necessarily what is right. To the former, your amendment is far too vague--"public works and protection" could potentially mean many things, and all of those things, no doubt, would be exploiting these animals. The government of Eriadu is a "civil authority," for example, but I would not for a moment trust them to treat these animals humanely. Also, making ysalamiri legally available to anyone (but especially private interests such as "zoos, etc") will continue to create a market for them and, thus, will continue to encourage poaching of them. I do not agree to the amendment.

This is an issue that had escaped my notice, and I thank Senator Vanden for bringing it to our attention. The proposal is sound, and it does the job intended, and I will stand with Senator Vanden in not allowing any amendments to this bill. I vote In Favor.

I am broadly in favour of this motion. And I vote in favour.

I would suggest that a program to study this species is needed, and would suggest Senators with an interest in this issue to form a motion in order to propose this.

As such, this motion passes.
