Admiral,

Congratulations on your discovery of several new worlds. I gather officers from the Observation and Cartographic Corps will soon be with you to study these cultures and select appropriate designations.

I must highlight Admiral, that the Administration takes a view that all intercourse with pre-spaceflight species should be avoided, as it would not do to become involved with such a species and interrupt their natural evolution by impregnating them with outside influence.

Consultation from the central government should be sought before any colonies (aside from small research stations) are founded. However, I digress, congratulations on your achievements Admiral Nadia, long may your exploration continue.

Please confirm receipt of message, as long range communication can be at times un-reliable.

Admiral,

I have confirmed with technicians in your command that the previous communication reached you. I would like to enquire as to the reason for your recent communications silence? I am lead to worry that perhaps you have not heeded my warning and have (perhaps accidentally) fecundated and permeated a fresh culture with our "influence"?

My office would appreciate a frank report on this matter as soon as possible and must continue to strongly impress on you the fact that we should not be penetrating cultures which have not reached the stage when they cast aside the innocence of heavenly bodies and choose to sink deeply (and willingly without coercion) and gently in to the wider galaxy. Such would be highly inapropriate and against the best traditions of the New Republic.

If there are any cases of intercourse occuring between your crewmen and the natives, I must ask you in the most strong terms to severely reprimand them and prevent future occurences of this.

Sir, I deeply apologize for the long delay. While we could receive transmissions, albeit very delayed, we were having issued sending out transmissions, due to the lack of a Holonet Relay network. The engineers have established a network finally, and we are able to work freely now with intergalactic communication. The ability to transmit came up two days ago, and unfortunately, we were so backlogged, your message regretably fell underneath the pile of datapads my comminications officer was dealing with. Rest assured, we have the situation resolved now.

We are yet to encounter any actual naitves, that we've detected anyways aside from various single-cell organisms, however the personnel have been extensively briefed on the particulars of the mission, and they are the best. You have nothing to worry about, sir, discipline will be maintained, and violators will be dealt with accordingly.

Concerning colonies, currently, only one has been established as a temporary forward operating base on a life bearing, but unpopulated, world. Scans have confirmed, no sentient population resides on the planet. Recommend colony become permanent and the world be opened to colonization efforts. It appears some minor exploration has occured, by one, Sterling Farland. No noticeable commericial or colonization efforts are apparent of his expedition, merely some data added shortly before our arrival within the public navigation databanks.

All has gone ahead exceptionally well, and we will continue our exploration mission. This should be some good PR for us, sir. If you weren't so busy, I would invite you and various dignitaries of the Senate out here for a celebration of this new age.
