I would like to request the Neimoidian Government Arms Corporation be able to produce the following device. It is to be named the Neimoidian Electronic Counter Measure Suite (NECMS), this suite is using technology devised by the droid brains of the Kruus-class Battleship and has the effect of causing sensors to not be able to lock on to ships with NECMS, as the countermeasure system produces duplicate readings of the vessel in all targeting bands.

The effect of this is that vessels targeting a ship with NECMS are not able to gain a target lock, and so are not able to fire upon such a vessel with any degree of accuracy.

A NECMS suite is going to hit the market at approximately 5,000 NR Credits and can easily be fitted to standard ECM emitters present on all warships, simply requiring a droid brain or crew to operate.

Unfortunately the design of the NECMS suite is fairly simple, and thus very vunerable to industrial saboutage (as its publically availible) meaning that the Remnant and Independants can aqquire this defense almost as easily as NR Citizens.

Luckily though NECMS is fairly easily compensated for, and all Sensor manufacturers would come up with a computer patch to jam NECMs, this would work on any operating system that uses compatible computers, the following ships are not upgradable to this system without a complete computer overhaul, the cost of which would run into being more expensive than simply replacing the vessel with a modern equivalent, and would take over one year to have done (real time).

This will mean that modern ships, running on modern computers will have no problems, but the much older ships will become obselete and so cease to be useful and fade into the background. Essentially this is a suggestion to prevent the extensive use of prequel ships in the RP, and meaning that use of them will involve a very heavy pricetag. This will also prevent frankly overpowered prequel ships showing up too much and being a match for ships 30-50 years their junior.

I agree completely that we should try to deemphasize prequel era vessels where possible, and frankly I think this is a pretty innovative, realistic, and practical IC means to that end. There are two caveats, however, on my vote to APPROVE; namely, some of these ships on the list might need to be reconsidered, since vessels like Acclamators and Munificents remained in fairly common use into the post-Trilogy era. Because of the dial up connection that I'm currently doomed to this summer, I haven't been and won't be able to review every ship on the list right away, so caveat #1 is that the list might be revisited should the need arise in the coming weeks/months.

Caveat #2 is that I would prefer this request to apply retroactively. That is, to assume that as of the time of the RP, this ECM suite has been in circulation for some time so that we can assume that most capable vessels, New Republic, Imperial, CSA, etc. have already been updated with the necessary computer patches to compensate for it.

Would this be acceptable?

Caveats are fine.

Might also be worth simply applying this to vessels built after a certain date, rather than simply naming classes.

Well, in the time that's elapsed I've given some more thought to it (and heard Ashikage's reservations), and I have to change my vote to DENY. True, I think most of us tend to frown on prequel era ships, but it seems to me that the solution to this should be simply not to approve them in the first place, and having already approved some, it doesn't seem especially fair to disenfranchise them.

However, since we talked about this in private, it's my understanding that you're also alright with this, considering that, as Ashikage has told me, he intends to sell off most of his ships in any event, to finance new ones. It would seem that this would satisfy all parties.

With that said, I think it's safe to assume the request is DENIED.
