A highly decorated war hero, Kai was born in LeRoche on Krant. He was trained in the martial arts from a young age, becoming a master by adulthood. Throughout his childhood, and more prominently in adulthood, he was well known for his impressive height and physical stature for his species, being very tall, very muscular, and very athletic for his people. Another mold he broke from his people was in his personality, being much more trustworthy and loyal than most Bothans, and also being more militarily oriented than most. Once of proper age, he joined the Bothan SpyNet, joining just before the outbreak of the Clone Wars. He primarily served as an agent to the Republic or Republic affiliated or loyal factions and organizations, becoming a Bothan Commando by the end of the conflict. Throughout the begining of the reign of the Empire, he was immediatly weary of the HHC polocies being inacted, and had a feeling that in the end, his people's "neutrality" would be threatened.
When rebel cells began popping up across the galaxy, he was among the first agents to begin supporting them, at first with information, then material, and eventually his physical services. Three years before the Battle of Yavin, he was known as one of the best Bothan spies and commandos, usually because he stuck to an ideal or movement, and believed heavily in it if he supported it, and thus, doing everything he could to allow it to succeed. Although his peers viewed this as a fault, they could not deny his results...he got the job done.

Eventually, while on Corellia, and supplying information to a local rebel leader, Orion Karath, he was caught in an Imperial attack. After witnessing the ruthless execution of an innocent, bystanding Bothan family, from elder down to infant, he felt neutrality was no longer possible, and joined the rebels, swearing a personal Ar'kai against the Empire. While with Karath's Rangers, he helped bring his combat knowledge and training into their doctorine, and helped transform them into a professional fighting force. When the Rebel Alliance was finally founded, he went on to helping the Alliance as a whole, going from cell to cell, attempting to help them become more combat ready and effecient.

However, he ran into the problem of every commander wanting to do things their way, so he concentrated his efforts in the formation of Alliance Intelligence, briefly serving as one of its Special Operatives, before becoming a commissioned officer in the Alliance Army. Throughout the war, he was involved in most major campaigns, serving heavily in the Special Forces before obtaining a unit command, leading the Second Sector Force into the Tapani Sector, with Admiral Kieran Nadia commanding the Second Battle Fleet, with the resulting campaign liberating the entire sector. Which was one of many events that was attributed to his reaching High General by the Thrawn Crisis. However, he hated the fact that he sat behind a desk on Coruscant while several of his peers and former subordinates went out and fought the Empire, and after the heavy losses in the Reborn Emperor's campaigns, he was able to finally drop himself to General, and helped form the new Fourth Sector Force, generally the surface forces assigned to the Fourth Battle Group. After spending two years training and pulling certain personnel into his command, the Fourth Sector Group was finally combat ready, and given its first deployment to Garqi, in support of Action Fire of Operation Starbird. The operation was a resounding success, with complete defeat of the Imperials in the location.

After five more years of serving as commander of the Fourth Sector Force, his forces taking part in the Empire Reborn and Disciples or Ragnos Crisis', he was tasked with creating the Fifth Sector Force, coinciding with the creation of the Fifth Battle Group. The new unit was immediatly forged through fire as it was part of the Black Fleet Crisis less than a week after its formation. However, by the end of the crisis, they were proven and equal to, if not better than, their fellow Sector Forces. Following the success, Rayl'skar was offered the rank of High General once more, and at this time, he took it. He knew that at this point, his mind was needed on Coruscant, not in the field, if they were to finally defeat the Remnant. This only lasted a year however, as he opted to drop down to General once more and take command of the Fifth Sector Force following the outbreak of the Corellian Insurrection, and has held command ever since.
