By a appearances Gregorius Gemmell is everything that the Galactic Empire needs, a strong leader, quick and decisive but never rash or foolish, having little time for luxury or glamour he follows two maxims, be feared, be generous. He applies these widely, a populist who is well known for his public works and philanthropy as well as his military goals. Also being utterly un-tolerant of failiure in the pattern of his predecessor Palpatine, he brooks no failiure and has been known to demolish a man's career and pride with a few words, rarely having to make use of force. For he inspired fear, not in the way of Palpatine or Tarkin, by force, but by making those fear above all his dis-pleasure, for in a word he has been known to make a rich man a beggar, and a beggar a rich man, but only deservedly so.
Originally an un-promising clerk to the Emperor's second, he rose after negative experiences with aliens to being one in the forefront of the New Order, at times being given control of who had access to Palpatine, and being groomed as a possible sucessor to Sate Pestage. Captured some time after the Battle of Endor he never saw the disasterous rule of Sate Pestage and was finally broken loose by a number of Imperial Guardsmen in 11ABY, after spending a time checking the legal tables to was the legitimate sucessor to become Emperor he made a solemn vow to restore Order and Justice. Since then his rise has been meteoric, taking up his old Moffdom in the Braxant Sector and being acclaimed as Emperor by many he quickly welded alliances with many Imperial factions to eventually lead the Council of Moffs to be the controlling Imperial Faction in the Galaxy.
He is a fairly tall man, little given to idle conversation and much given to contemplation, spending many hours brooding alone, however, in the vein of Palpatine he is rumoured to also have some skill with the force, those who had failed him greatly and having been send to his personal chambers being found seared with electrical burns, however, this is all rumour and conjecture in the palace staff.
While on the face of it a kind populist, he also has a steak of sadism, spending a great deal of time devising tortures sheerly for whims, and spending many hours causing pain and suffering to others, sometimes without reason on the smallest scales.
