I just joined the message board and am looking to create a character and begin writing with everyone. I was just wanting to know what the limitations are on creating a character, ship, force ability, weapons, etc. I'd appreciate any help in this. Thank you.

First, allow me to welcome you to the site, I hope you find many hours of entertainment here.

Now on to the question:
Unless you can get into a storyline or plot that has an opening for a ‘fleshed out’ character we typically prefer people to start our small. That is to say, not necessarily a huge cooperation owner or Jedi Master wielding the most powerful Force Techniques, Remnant or Republic leader with dozens of ships at your command or limitless troops.

Typically we prefer to see some active RP before we are inclined to give out more than your usual character stats including (but not necessarily limited to) a blaster/lightsaber or other handheld weapons, low force powers, a personal ship, perhaps one NPC to serve as a pilot or in rare cases a body guard.
