Empire to Introduce "Oversectors" This Week


Eriadu, Seswenna Sector — In the Empire's most significant reform since its founding, "Oversectors"—a unit of jurisdiction over multiple sectors of space, to be headed by Regional Governors known as "Grand Moffs"—will, at last, come into being this week, having been first announced some years ago. Admiral Wilhuff Tarkin of Eriadu, a champion of the Oversector reform, will be made the first Grand Moff of the newly-established "Oversector Outer," which includes the Seswenna Sector as well as most other Outer Rim sectors. His authority, as a Grand Moff, will supersede the authority of the Sectorial Governors, or "Moffs," under his broad jurisdiction. He and the other Grand Moffs will report directly to the Emperor.

The Oversectors were conceived as an efficient way to combine Imperial resources together to pursue rebels across sector borders. "I myself have been frustrated chasing pirate bands in my sector, only to have them leap deep into a neighboring sector where my forces cannot follow without running into conflict with another Moff," explained Admiral—now Grand Moff—Tarkin in his original proposal of the Oversectors. "With the freedom to cross outdated political borders, Oversector forces would be able to respond to threats quickly, while they are still small and manageable," he wrote, referring to the small number of terrorists, Separatists, and Jedi sympathizers who continue to defy the Emperor's rule.

"If the scattered armed resistance should become organized," Tarkin wrote, "it will doubtless follow the example of its criminal brethen. Granting any rebel group the advantage of elusiveness is foolhardy at best."



Emperor Palpatine adopted Tarkin's proposal by Imperial decree years in advance of the Oversectors coming into effect this week, in order to provide time for Sector Moffs and other Imperial officials to transition to the new structure. This week, as the "Oversector Outer" under Grand Moff Tarkin's command becomes the first—and largest—of the new Oversectors, it will represent the fulfillment of a strategy that has become known as the "Tarkin Doctrine."

In addition to Oversectors and the authority to pursue rebel threats across borders, the so called "Tarkin Doctrine" also calls for public holonet transcievers to be confiscated and re-installed aboard the flagships of Imperial fleets to listen for rebel 'chatter.' "This will enable forces to respond to threats almost as quickly as they are reported," he wrote, "Imperial forces will be able to coordinate to a degree impossible among an enemy whose fastest means of communication is an ever changing rendezvous point somewhere in the galaxy."

"Rule through the fear of force rather than through force itself," is another tenet of the doctrine.

The Oversector reform has been widely welcomed by a population tired of Jedi sympathizers, Separatist 'holdouts,' and other rebels attempting to disturb the peace that the Empire has hard won for them. Though the danger to the average citizen is negligible, and the number of resistors is believed to be small, the loss of even a single of his subjects to the forces of disorder and misanthropy is a cause of sorrow for His Majesty, who has dedicated himself to the firm maintenance of peace and celestial harmony.
