Biography - Born to a Noble Family on Anaxes, Manfred Winder took the traditional route of entering the Academy, becoming an officer (and all that boring jazz). He served in the Clone Wars (though without distinction as a reasonably efficient desk jockey) but managed to become in charge of provisioning for the Grand Army of the Republic in the Outer Rim. After the war he finished as a senior general and was able to wangle himself into the position of Governor of the recently occupied Auril Sector (despite his distaste for the Aliens who made up a good percentage of its population).
Caring only for personal power, he carved out the Auril Sector into his own personal fiefdom, seeing that taxes were paid (thanks to an extortionate burden on Aliens but little on humans) and encouraging human immigration to help boost his strength. The Human populations throughout the region intensely dislike the alien residents, helping to unite them, rich and poor, against the non-humans.
Having decided that it would be useful to have at least some unity (and to prevent alien rebellions) Winder has made some effort in the past years to stir up trouble with neighboring regions which were not Imperial Sectors - thus helping to unite his population against an external foe. Noted for encouraging his planetary rulers to cause small skirmishes and incidents on the border of the Cronese Mandate he is unpopular with the House of Cron.
