Senator Crion, do I understand from your words that you do not approve of the Imperial Charter, which, as a Senator, you have sworn to uphold and abide? If this is the case, remember that you are quite able to propose amendments to the Charter if you wish. I'm sure His Majesty will be most interested to see the areas of disagreement between him and you.

Put yourselves in the aliens' shoes. What would you feel and interpret if a couple of star destroyers just drop out of hyperspace and put themselves in the orbit of your homeworld? Primitives or not, this would come to interpret as an invasion. They won't know what the Galactic Empire's capable of, and will fight to the bitter end in order to defend their world. Which choice would be the best course of action, extinction of an alien species or an expansion to the Galactic Empire? I am not saying that the Imperial starfleet shouldn't leave unknown aliens alone. I am saying that it would benefit the Empire in the long run if there's something to offer from those aliens we might encounter in the future events. Because of this, I will not cast my vote just yet. I am curious to see how the Imperial Senate responds to my statements regarding the Unknown Alien Encounters Orders.

A Star Destroyer, granted in it's name lays the word 'destroyer', is the Empire's symbol of Peace and Order in the galaxy. If I were these aliens, I would feel blessed to have one of these magnificent machines around my planet, as it represents strength. There is no reason to hide in the galaxy anymore, with a majority of it already on charted maps and such. To this end, I feel it is in the best interest of our Starfleet to vote in favor of repealing this motion. And Senator Fowlkes, not everything has to be about being invasion. Orbiting a planet does not mean anything but the attempt to make contact with these species, nothing more. An invasion would consist of a ground force, followed by the massive guns opening up as soon as it got close enough. So I would watch my tongue before you start giving the image that our men and women are trained to only invade.

Senators, please, let us not be so hasty. I believe that Senator Fowlkes has a valid point; a Star Destroyer, mighty as it is, might well make an alien race, unused to such grandeur, quite afraid. However, as Administrator Ray points out, they are instruments of... peace. However, as the honorable Chairman Pestage stated, we can indeed propose amendments. Therefore, I would vote in favor if the following change was undertaken:

"Contact will be limited with any unknown alien species, provided there is not an immediate need for aid or succor. The persons of Imperial Starfleet may utilize progressive use-of-force in such encounters if needed. Verbal warnings, a show of force, nonlethal and lethal, but the situation requiring the skipping of any steps must be validated within the documentation following any action taken against said unknown aliens."

With all due respect to the Sluissi Senator, I do not feel an amendment is necessary. I agree with Senator Ray, and, in fact, I go further than he does. We are hearing from Representative Vanden, and from Senator Cerra and Senator Crion, a fantasy that primitive societies are somehow "utopian," and that there is merit in leaving them be. To the contrary. Senators, I would argue to you that a primitive society without modern medicine, without sanitation, without remedy to disease, without plumbing, and without fine art and literature is a society that suffers from its primitive condition and should not be let be. It is not imperious to help these primitive peoples—it is imperious not to. In all cases where these societies are encountered (assuming they are reasonably intelligent), they should be welcomed into the Empire and given labor opportunities in developing their own worlds into prosperous, participating members of the galactic economy, and community. I vote in favor of the repeal.

Also, Senator Fowlkes, with all due respect, the idea that some primitive alien culture could realistically fight the Empire is laughable. If they choose to do so, that is unfortunate for them. But they will be persuaded very quickly that fighting us is not in their interest, and that accepting the bounties of civilization is.

The committee he was representing was failing. In fact, it had been failing for a very long time. Things were only getting worse and he knew the end was near. He knew he’d be getting the boot pretty soon, but he’d try to do as much as he could before he’d be shunted off somewhere else or blacklisted. His Chair barely cared anymore and if it hadn’t been for Adoven taking it upon himself to talk today, he’d still be behind a desk.

He was sweating profusely and his breathing was rapid as he took the stand to speak. He seemed flustered and deathly scared of addressing such a large crowd: he was. This was no act.

“I speak before you on behalf of the Senate Interspecies Advisory Committee. No one here doubts the supremacy and glory of this government, but we must still remain mindful of others. Should our navy come across an as of yet undiscovered world, it is evident that the inhabitants could feel threatened by our sudden arrival. Let us not forget that the people on board those vessels are not scientists, anthropologists or diplomats. Why risk a bloodshed if those inhabitants, feeling threatened by the new arrivals, would foolishly retaliate? Are they not allowed to be afraid of these beings who suddenly arrived in their lives? Would it not be better to alert the proper authorities and follow the proper protocol and procedures to ensure peaceful contact and unions? I therefore ask you all to remain attentive and...” but the rest of his speech was interrupted by a few opponents to his mentality and he didn’t try to defend himself or regain the upper hand, instead blushing bright red and silently seething with indignation.

I should have been a HoloVid star... he thought glumly.

With that, Senators, the voting is closed and the measure passes with 58% in favor and 42% opposed. His Majesty, no doubt, will be pleased with those of you who have taken this issue into serious consideration, and who have given our brave servicemen the latitude that they need to keep us safe. Now, let us move on.
