It would seem that debate on this matter has drawn to a close. Before the bill is put before the chair for closure, is there any other here who wishes to put forth their vote?

Senators, I find this bill rather redundant and unnecessary, given the already expansive and absolute powers of our dear Emperor. Why do we need a cabal of internal Senate-watchers in our midst when we know the Emperor has the right to dismiss, censure, and/or imprison any senators suspected of sedition and treason? Do we question the Emperor's ability to complete this task without the Senate meddling in his decision-making processes? The Senate should remain within its traditional role as a lawmaking body and keep internal security measures with the Emperor and his internal security branches. A so-called 'Loyalist committee' will merely detract senators' time and attention from more important matters of defense, budget appropriations, commerce, and other critical issues facing the smooth running of the Empire. Given these facts, Commenor fervently votes against this motion.

Senator Entrente, being a recent addition to this chamber, it may have passed you by that Senators are already having their time and attention detracted by the squabbles and lack of unity that has become wholly apparent in recent motions.

Also, while it gives me small satisfaction to bring this to your attention, this act was proposed and voting began before your appointment to the Senate, and Commenor's interest in joining the Empire. Therefore I would like to ask the chair to refute Senator Entrente's vote at this time, as per Senate customs. Thank you for your input, Senator.

Senator Lohden is correct, Senator Entrente, that Section 4.1 of Senate procedures do indeed prevent you from voting on this particular measure. But as it happens, Senator Lohden, the Senator from Commenor expresses many of my own reservations about this measure. Under this measure, as you have explained, "all groups will face some scrutiny as to where they are failing [and] where they are succeeding," with a particular emphasis on seditious tendencies. This, I feel, is fine. However, I am reluctant to invest this prospective Loyalist Committee with authority to remove individuals from positions to which they have been appointed by His Majesty. Indeed, these individuals serve at his pleasure, and he may remove them as he pleases. If, however, this Loyalist Committee is simply acting in an advisory role to the chair, I would have no objection to this. I would indeed appreciate the assistance, as long as there is no shift in power from the executive to the legislative branch. Please do clarify this for me, if you will.

Apologies for seeming over-ambitious, Grand Vizier, but I shall explain and hopefully alleviate your reservations.

The Loyalist Committee would not solely have the authority to remove any individual, for as you say, it is the Emperor's will that those individuals be where they are. It will simply be the duty of the Committee, in a purely advisory role, to determine if there is any room for growth, cause for concern, etc. Any deliberations will be presented to yourself, or any you deem adequate to hear such deliberations, and if a decision cannot be made executively then it will be brought before the Senate for further input.

I would not presume to form a committee whose power would overrule that of the Emperor, or the chair. As I have stated formerly, to assuage the concerns of others in this act, the committee is not to be given power over the Senate or its members, but simply to advise the chair and work closely with it, to help bring forth the Emperor's decrees, put out a united front in bringing those goals to a successful passage, and to help strengthen the Senate's existing committee's (which, I would point out, would also bring the Imperial Loyalist Committee under scrutiny if it is not performing adequately).
