| My friends and colleagues, I thank you all for your patience and support over the past month, and I also share the frustration of some. While visiting my homeworld, I was, among several other things, participating in a pick up game of Lemmie with some schoolchildren. After the game, en route to another function, I felt something wasn't quiet right, and experienced chest pain, and proceeded to go to the local hospital as a precaution. Come to find out, I suffered an aortic dissection. I underwent treatment on Deralia, and following a recovery period, have returned to Coruscant, good as new. I apologize for lack of communication during this time, but it appears a strong solar flare caused an interaction with the ice ring of my homeworld which caused total havoc regarding interstellar communications. And now, it is time for me to get back to work, and I thank all of you, again, for your support.

| Being somewhat of an expert in holocommunications due to my time spent studying said subject at the academy, it would appear that even with a solar flare causing an outage of outbound communication Senator Veritas would have had a message sent in person if need be. The whole senate has been waiting with worry and concern due to the lack of news from your world. I must urge Senator Veritas to remain on Imperial Center on future where the best medical care is available, and so that the Senate is not deprived of the head of a critical committee by natural disasters such as those mentioned, it is simply too important to let slide. That said, a large amount of legislation regarding capital fleets has recently passed, please could I query as to when Mr Veritas plans on cracking down on those who have failed to fall in line with this legislation? It seems a travesty that some worlds are using the flimsiest excuses (such as the laughable one from Volus about needing a full berth for a capital ship just to remove some turrets), to avoid having to comply with the law of the Empire, Senator Veritas, what is your view on this?

| Senator Veritas, I trust that a solar flare is not preventing you from answering Senator Ordan's question? The Ruling Council would also be interested in your opinions of the recent changes to Imperial laws with respect to the regulation of planetary defense forces. Your consultation, and that of your committee would, of course, have been useful throughout this process, but cannot fault for you the grave condition that befell you. I am indeed pleased that you have recovered, but I am beginning to doubt, from this exchange, whether you are able to return to your responsibilities so soon?

| I apologize, Senator Ordan, for the lateness in my response; and Grand Vizier, I am able to return to my responsibilities, but I thank you for your concern. Indeed, I try to remain on Imperial Center when I can, however in this matter, I was visiting my homeworld at the time and it was a medical emergency in which I required immediate care. Indeed, this position is too important for such occurrences, and I will be making preparations for such to not occur again. Now, on to this matter of the latest local capital ship legislation. There is a problem here, in that there are thousands of worlds effected by this legislation, and only so many have the appropriate facilities for refit. Those that do not... there are only so many shipyards in the galaxy that can accommodate local government's demands on top of those of the Imperial military that must take all priority. I may sound slightly oppositional there, but that is what is necessary. Now, the problem that I see, does not lay within the provisions of the legislation, or the local governments, mostly, but within the timeline given. A month may seem reasonable to Anaxes, or worlds with agreements at major shipyards, however for a typical Outer Rim world with the type of fleet effected by this, the lower amongst such anyway, Do not simply have the ability to do so within the timeframe given. There is planning, allocation of funds, finding appropriate workspace, transferring and hiring workers etc. which takes time. As for Volus itself, which has been the focus of non-compliance investigation, I am currently awaiting a report from a visiting Imperial Naval Officer with regards to their specific delay. No offense Senator Star, but I prefer the word of an Imperial Officer, over political posturing against Senator Oriel or bureaucratic excuses from your government.
