| I would be more than happy to speak and work with Senator Veritas on the acquisition of ships, Senator Cambrist. I would also be more than happy to start this project with private funding, though I still feel that it was appropriate to bring this forth in senate, as the planets are all represented here. Senator Cambrist, you enjoy asking hard questions, don't you? No name has been chosen yet. I did have the thought to let the children who are already admitted in the pediatric wing at Imperial Center General Medical Center submit name suggestions and let the committee that will be supervising this project choose the most appropriate and best name for the Center.

| Anobis has a special bank, that specializes in charitable organizations. This seems like a worthy cause to me, and as I am the King/Head of office of Anobis now. Me and a majority of the planet felt it was a good option.

| The People of the Cronese Mandate have looked over the proposal and have decided to vote in favor of this bill and have themselves put together an amendment to add upon this bill to ensure the full safety of the Mobile Medical Centers from those less than desired people who view it their job to spread chaos and prevent help from reaching others. Pediatric Mobile Medical Center Defense Initiative Recently Senator Thanatos submitted for the Senate to debate, a Pediatric Medical Center, with the thoughts on using old Imperial Warships as Mobile Medical Centers, instead of building new ships for the same purpose. While this is a revolutionary idea, providing medical services across the Empire for Imperial Citizens, there are those still out there that would hinder such work to spread animosity against the Empire. For this purpose alone, this Initiative is put forward in support of Senator Thanatos' proposed Mobile Medical Centers. SECTION I : This Initiative will utilize some a small fraction of the Old Imperial Warships that are not going to be repurposed for the Mobile Medical Centers, as a Defensive Escort specility for those ships that will have their weapons stripped from them during repurposing. First. Those ships not selected to be repurposed as a Mobile Medical Center would be recalled to active duty as support vessels for the Mobile Medical Center to provide proper protection from outside sources that would seek to spread animosity towards the Empire, by hindering the progress of the Mobile Medical Centers. Second. Anyone caught during an attack against a Mobile Medical Center will be tried to the fullest extent of the Laws of the Empire. Not only will they be tried for willfully attacking an Imperial Vessel, but shall also be tried for endangerment of a minor, endangerment of Imperial Citizens, Willfully attacking medical personal in a time of peace, and acts of Terrorism. Third. Those convicted of above crimes are subject to spend no less than 50 years inside of an Imperial Prison, if those convicted are not given the death sentence from those that tried the convicted. SECTION II : Those crews of the recalled Imperial Warships will be crewed entirely of fresh recruits from the Imperial Academy to give them first hand experience on a warship, with out the risk of violence to prevent the recruits from deciding to go awol or opt for an early discharge from Imperial Navy service. First. Carrer Lieutenants that have decided to remain at their current rank will be placed in command of one of the Recalled Imperial Warships, to serve out the rest of their Imperial Navy tour. Second. Those officers and ensign who show great promise and dedication to the Imperial Navy while serving on one of the recalled Warships will be given a choice of where they wish to serve their next assignment. SECTION III : It is the duty of any Planets Security forces to come to the aid of a Mobile Medical Center at all times when called upon. Failure to do so will be met with proper repremands by the Imperial Senate for the failure to protect children and fellow Imperial Citizens. First. Failure to come to the Aid of a Mobile Medical Center, when it has called for help, and those that failed to respond where not currently involved in a more pressing matter that prevented them from rendering aid, ie: pirate attack that prevented their direction action, will be imprisoned for no less than 3 years, and no more than 6. Second. Failure to come to the Aid of a Mobile Medical Center, when it has called for help, and those that failed to respond, whose intervention could have prevented the destruction of a Mobile Medical Center, shall be tried for not preventing the Deaths of the Children on board the Mobile Medical Center. Third. Those found guilty of the aforesaid, will be imprisoned for no less than 25 years in an Imperial Prison.

| Once again, I remain opposed to Senator Kuriyoshi's attempts to dictate to planetary fleets what they can, can't, must, and mustn't do. Naturally, Brentaal would come to the assistance of one of these medical ships if it was in need, but with all due respect, I will not be patronizingly told to do so by the Senator from the Cronese Mandate. It is disappointing that the Senator is trying to use a proposal as good and generous as this one as a vessel for his radical agenda—an agenda that the Senate has already rejected. To reiterate; Brentaal commands Brentaal's planetary defense fleet, not the Senate, and certainly not Senator Kuriyoshi. The other sections of the Senator's amendment, however—those not intruding upon the rights and prerogatives of other planets—are well-conceived and quite reasonable, in principle. In practice, however, it is my belief that these are agreements that the Empire should make with this organization itself, not an agreement that the Senate should make for it (without consultation with the Defense Committee, no less). Just as I would not have the Senate micro-manage Brentaal's fleet, nor would I have it micro-manage the Imperial fleet, either. For these reasons, if Senator Thanatos agrees to this amendment I will be compelled to vote against her proposal and encourage my colleagues to do the same. There is simply no reason why this good proposal should be compromised by Senator Kuriyoshi's agenda.

| I do not believe that Senator Kuriyoshi's amendment is anything more than a suggestion, with no 'agenda' that would benefit him or the Cronese Mandate, Senator Cambrist. Section III does concern me, Senator Kuriyoshi. The planetary defense fleets are in place for a specific purpose, to defend the planet. If a center was to come under attack, I would hope that one of these ships would bring aide, but ultimately the planet needs to come first. Is that what you are trying to convey, Senator Cambrist? I can see, Senator Kuriyoshi, where your concern lies with the ships possibly coming under attack. It would be a sad day in the galaxy should it come to that. Your primary part in the amendment is a good and worthy idea to look into, after speaking with the Defense Committee and of course, gaining senate approval.

| That's precisely right, Senator Thanatos. I object not only to the potentially vulnerable position that this requirement could, conceivably, leave a planet in, but also to the presumption that Senator Kuriyoshi has any right at all to tell a planet how it shall conduct its fleet, under any circumstances. This is the agenda I speak of, Senator. Not an agenda for personal gain, but an ideological agenda that says a planet should be compelled to cede its people and property to the whims of the Senate. Chandrila, as you know, is uniquely familiar with this. It was the fundamental principle of Senator Kuriyoshi's last proposal, and it is the fundamental principle of Section III of this amendment, too. It is a principle that I do not support, and nor, I suspect, does the Senate.

| Senator Cambrist, I am not sure that it is entirely necessary to bring up the past affairs relating to Chandrila's former defense fleet. It is, admittedly, still a bit of a subject of contention with Chandrilans and has no place in this discussion any longer. Please respect that. We are in agreement though, Senator Cambrist. Perhaps Senator Kuriyoshi would re-draft the amendment excluding section III at the very least, and remember what planetary defenses are in place for primary.

| I would agree that Section III is the first of three sections that needs to be removed. I am simply not convinced that it is necessary for the Senate to make this arrangement on behalf of the Empire and its fleet, when it is, in fact, the Empire that is most familiar with its fleet and how best to use it to defend your organization and its vessels. Considering this, I don't feel Sections I and II are matters for the Senate to decide, even if I do support them in principle. I would, of course, welcome Senator Kuriyoshi to make a convincing case for this, but it seems to me a tall order to do so.

| I do not share Senator Cambrist's apparent fear of philanthropic deeds, or, at least, of the Empire participating in them. I have said before that the Empire will be considered by history a force for good in this galaxy not simply because of its power and resources, but how it uses them. And this seems to me a worthy use of the Empire's power and resources. It also seems to me that there is nothing controversial in encouraging a planetary fleet to come to the assistance of a medical cruiser. However, I will understand if Senator Thanatos is reluctant to include the amendment. With it or without it, I continue to support this measure. I also encourage the chair to bring it to a close before, with all due respect, Senator Cambrist decides that something else is wrong with it.

| Quite satisfactory. As I said, the rest of the amendment (aside from the redacted Section III) is well-conceived, and is especially so now that it has been made an advisory amendment. I do not oppose it in its current form, and I would not be surprised to find that this is indeed what the Empire decides to do. And Representative Vanden, don't be a fool; buying a new speeder for everyone in the Empire would be "a worthy use of the Empire's resources," but that doesn't mean the Empire should do so (or could do so). Meeting the Empire's financial and defense obligations to its people are more important than this historical "popularity contest" you've contrived.
