A Resolution for the Improvement of the Outer Rim

Submitted for the Senate's Approval, a Resolution Declaring the (Non-Monetary) Support of the Empire for a Program (or Programs) to Develop the Outer Rim Territories and to Improve the Quality of Life of its People.

"Recognizing that untold millions of persons of many worlds of the Outer Rim Territories (among them, many humans) live in conditions of poverty, disease, and disenfranchisement, with limited employment and education, limited access to medical services for themselves and their children, and limited economic opportunity to free themselves of these miserable conditions, the Senate hereby resolves to declare the (non-monetary, at this time) support of the Empire for programs that tend to the improvement of the Outer Rim, and the quality of life of its people, and that among the programs worthy of recognition in this noble endeavor are the recent organization for pediatric care established by Senator Ilanah Thanatos of Chandrila, and the "Society for the Improvement of the Outer Rim," established by Senator Sir Reuke Cambrist—both of which are purposed to make a difference in the lives of these benighted persons."

Brentaal, of course, votes in favor. However, I would like to explain to you, Senators, the reference to the "Society for the Improvement of the Outer Rim." I was perusing, recently, Commerce Committee research that suggested the Outer Rim had tremendous, undeveloped economic potential, and it occurred to me that this potential could be instrumental in improving the desperate conditions that are so common to the Outer Rim, whose people suffer too often in anonymity. I resolved, therefore, to establish this Society, its purpose being to gather the greatest minds of the Empire—including, so far, Moff Caglio of the Bormea Sector, the actress and Outer Rim advocate Klorma Draill, and I hope many of you, too, who can expect invitations soon—to devise ways that the Outer Rim can be developed, and the quality of life of its people improved in terms of employment, education, etc., as well as raising awareness of the need for a program of improvement, such as this. I am asking for no government support for this organization, except for this resolution of endorsement to help spread the word of its noble purpose.

I am flattered, Senator Cambrist, that you mentioned the medical center as part of the improvements to he livelihoods of those who live on the Outer Rim. Chandrila, of course, votes in favor.

Senator Cambrist... I had not realized that in your calculating heart beat the warm spirit of education and advancement of the downtrodden, poor and uneducated masses that make up the better part of the Outer Rim, no disrespect intended to those areas of the Outer Rim that are well-developed, of course.

Simply because money is not required at the moment does not lead me to believe it will not be asked for at some point.

I believe the Outer Rim would be better off by adding some varied mining companies to it, perhaps some from Druckenwell that could contribute to the wealth of the Empire as a whole in the near future rather than wait for possible gains that are unsure of in the far future.

I regretfully vote against at this time.

Senator Ryuun, your vote concerns me. To be clear, all this resolution does is express support and appreciation for the work that is being done by certain organizations to improve the Outer Rim Territories and the quality of life of its people. That is all. No money is involved here; the organizations mentioned in the resolution are both privately funded. In fact, I expressed this same concern of yours to Senator Thanatos when I insisted that her organization be, indeed, privately funded. As for my personal interest in this, even if I don't speak of it often I should certainly hope it comes as no surprise to anyone that I have no desire to see people suffer unnecessarily. If this is surprising, then I suppose I have an "image" problem that also needs improvement. But my concern, here, is for the improvement of the Outer Rim, not my "image."

In any case, I hope you are not voting against this innocent resolution because there is not (yet) a comprehensive plan for Outer Rim improvement mentioned here, only the need for one. Indeed, the purpose of the Society for the Improvement of the Outer Rim, as I explained, is to bring together all opinions on this matter—including those of business, naturally—at the Society's upcoming conference in Cormond, on Brentaal, to come up with precisely the sort of comprehensive plan that you mention. The views of Druckenwell would, of course, be welcome at this conference too, providing it has not expressed some strange hostility to the entire endeavor.

Again, this resolution is not a solution. It is a recognition of the problem, and the need for a solution. To be honest, I had assumed that all of us would be united in this belief.

I for one, applaud this resolution and I for one will put my fullest support behind it. We all deserve a better way of life. I vote in favor.

I applaud Senator Cambrist for his efforts, and I could have my mining company establish outposts throughout the Outer Rim. I hope this would play a part in improving the Outer Rim, and I hope the Senator's proposal would take a step into the right direction. There are many things that need improving in that region of the galaxy, but I am more than willing to not only support the bill but also help out. I vote in favor.

I too vote in favor. Naboo has long been involved in programs to raise the standard of living on disadvantaged worlds of the Outer Rim, and I am pleased to see other, more influential worlds coming to an appreciation (however belatedly) of the need to do this. The greatness of the Empire is not to be found in its strength alone, but in how it uses that strength; history may show the Empire as a force for good in the galaxy if, indeed, it decides to use its strength and its resources in endeavors such as these. I support these endeavors, and I would be pleased to recommend a number of Naboo scholars and academics to participate in the conference of the Society for the Improvement of the Outer Rim, if Senator Cambrist will welcome them, too, to the discussion.
