Negotiations on Monor II

| The proposal was delivered to the Senate, as Avadrie had departed Imperial Center for Monor II earlier that day.
The following proposal is my rough draft for an agreement between Monor II, Druckenwell and the Empire as a whole to bring a peaceful resolution to this situation.
1. The leadership of Monor II agree to the full return of Imperial mining of cirrafog on their world.
2. Druckenwell completes construction of its customs station in Monor II's orbit.
3. A small police fleet be acquired for the use of Monor II.
4. A joint coalition of instructors provided by willing Imperial worlds, provide training to the inhabitants of Monor II in the operation of the police fleet and the customs station, with a timeline prepared in advance for the completion of said training and transfer of authority.
5. Druckenwell be compensated for its material goods (the station, material for the police fleet) by revenue from the cirrafog mining.
6. Once the Monor II police fleet is fully trained, all foreign forces withdraw from Monor II space.
7. Monor II will then take full responsibility for its continued productivity, the protection of Imperial interests on the world and the prevention of piracy and illegal arms smuggling, and will stand fully accountable before the Empire if such infractions are allowed to continue.
Empress Teta votes in favor. I intend to present this document to Agapos the Ninth once I have Senate approval to do so, and bring an end to this situation.

| The Senate should not be enticed to give its support to a rough draft that hasn't even been presented to Agapos IX. This would invest this draft with the will of the Senate and would prejudice the negotiations in Druckenwell's favor (especially since this draft perpetuates Druckenwell's presence over Monor II for the foreseeable future). Present to us a final draft when you have it, Senator volFyr. One that both sides have agreed to.
