Veterans are an important constituency as they represent citizens of the Empire who have made the huge personal sacrifice of fighting for the glory of the Empire.

Imperial Legislation presently lays out regulations which prevent such men from voting if they have been wounded in combat.

The Disabled Veterans Restoration of Voting Rights Act

Definitions

Disabled: A being who has had a substantial reduction in mobility or capability to operate in society. Often used referring to amputees.

Veteran: A being who has served with the Imperial or Republic Military for a period of at least one year, or has served in active duty. This act also applies to Civilian officials who have been wounded in the service of the Empire or Republic.

Peripheral cybernetics: Cybernetics comprising limbs or other peripheral organs outside of the head, thorax and abdomen.

It should be noted that cyborgs who have neural implants are considered not to be citizens of the Galactic Empire by Imperial Proclamation. Veteran or not, the Emperor has clearly expressed his will that these beings not be granted citizenship (and thus voting rights).

Clauses

1. The Senate shall set aside a fund for the provision of transplants/grown organs to be offered to all Veterans who by virtue of the Non-huMan Voting Act have lost the franchise.
2. While not compulsory, Veterans shall be encouraged to take this option, rather than become ineligible to vote.
3. Veterans with "peripheral cybernetics" are eligible for a full vote.

I presume that Clause 3 does not apply to non-citizens with Neural Implants?

Senator Terrawin, are your clauses about neural screenings and surgeries going to apply to say, Lord Vader? Will you be the one to tell him he can't vote because he's defective like some droid? This doesn't appear to be the Emperor's opinion of him. I can tell you it's not pleasant having a limb crushed under a bulkhead and a cold and jagged mechanical one grafted on in its place, and if that happens in faithful service to the Empire the last thing we should require of injured veterans is to go through more screenings and surgeries. It's enough to amend the Non-HuMan Voting Rights Act to declare veterans who are mostly organic are entitled to the same rights as everyone else (excluding neural enhancements, of course. I agree with you and of course with the Emperor on this point. But a cybernetic finger or toe isn't going to cause psychosis and I don't think you're going to find an example of that in any study anywhere)

I applaud Senator Terrawin for bringing this legislation forth to the Senate, and attempting to fix this gross, and unintended, oversight. In favor.

While I do have some objections about non-humans not receiving the same rights as humans, this clearly is not the case here. This is about disabled veterans receiving equal rights on voting. Telos IV votes in favor.
