Leagization of Pit Racing

Gentlebeings, I have spent some time reviewing certain laws on Imperial Center and I have come across one that strikes me as lacking imagination. Therefore, I present the following bill.

LEGALIZATION OF PIT RACING ACT


Purpose

I. Repeal of Code XT490.6, the code outlawing pit racing.

II. To create a formalized sport of pit racing that can be taxed and/or televised to allow for further income.

III. To ensure all pit racers are properly registered so as to be able to be noted as an official sport.

Act I

I. All pit racers will be subject to payment of a fee allowing them certification to engage in pit racing.

II. Pit racers will sign a waiver stating they understand and acknowledge the dangers of pit racing and release any parties other than themselves from any liability.

III. Every race will be either overseen by an Imperial authority capable of ensuring that all participants pay the fee. This authority will also be tasked with paying out any prize monies at the end of the race.

IV. Furthermore, that 'Games Board' be formed from Imperial Center citizens and/or Imperial sources that can monitor and oversee the above items and can further draft additional 'sports' under their authority.

Senator Ryuun,

This is certainly an interesting proposal you have brought up. While pit racing is a dangerous sport, everyone that participates in it are fully prepared to put their lives at risk. No offense to the Empire itself, but whether pit racing should be illegal or not should be up to the people and not the government. Telos IV votes in favor of Senator Ryuun's proposal.

Sports are something every single sentient being should have a right to enjoy.

I agree with Senator Fowlkes, this is very interesting, but if people are going to undertake dangerous and illegal sports, we may as well legalize and tax them. I am in favor.

I feel the need, as both the delegate of Imperial Center and the Chairman of the Oversight Committee, to point out that Code XT490.6 is a local law, and therefore, unless I am mistaken on constitutional law, which I highly doubt I am, that this particular law is outside of the realm of the Senate's authority. With that, I ask that the chair force a withdrawal of this legislation.

I do concur that while nothing is theoretically out of the scope of the Senate it would be highly inappropriate for the Senate to meddle in the affairs of Imperial Center in this way.

I can only vote against.

Perhaps this is an issue better settled by local government. Chandrila abstains from voting until a decision is made by the Chair.

Indeed it is highly irregular for the Senate to repeal a local ordinance. I would vote against the measure on that basis alone, but moreover pit racing is not a sport—it is an act of desperation and daring that imperils not only the lives of the participants but the lives of untold hundreds, or thousands, or millions of people. For those of you unfamiliar with Coruscant, you should know that garbage pits are not recreation areas; they are a necessary component of Coruscant's sanitation system and tampering with them in the interest of some supposed "sport" is criminal and rightly so. If one of these pit races is happening when a garbage canister is launched, entire blocks can be destroyed and noxious waste spewed over tens of kilometers of Coruscant. The planet has seen this before, in the famous Desrini District disaster of some 15 years ago. It's wildly irresponsible to propose the legalization of this dangerous and criminal enterprise.
