Reformaton of the Defense Committee Act

Senators.

The Defense Committee presently seems to straddle the line between the Imperial Government

Thus this act would split it into two Committees

Senate Military Oversight Committee

Responsibilities
- Scrutinizing Imperial Military spending, approving construction and research projects.
- Scrutinizing legislation effecting the Imperial Military.
- Representing the Interests of the Imperial Military in the Senate.
- Enforcing legislation effecting the Imperial Military.

The Planetary Defense Committee

- Scrutinizing bills effecting Planetary Defense.
- Managing sales from the Imperial Government to Planetary Members.
- Enforcing legislation effecting Planetary Defense (unless enforcement is proscribed elsewhere in a bill).

This Act helps decentralize power away from the "overworked" Defense Committee and allows the two Committees to operate in a more efficient manner as there is less chance of a "Conflict of Interest" as the current system appears to propagate (The Defense Committee at present has to wear two hats, that of the interests of Planets and that of the Imperial Government.).

This would certainly make life easier when Chairman Veritas went on one of his "sicknesses", "plasma storms around deralia" "leave of absence" vacations. This way only half the defence committee;s responsibilities would be crippled by him being gone.

While your bill is a good one, wouldn't that essentially mean taking powers away from a planetary government and rights to want to suit planetary defense to meet the planet's needs?

Senator Oriel, it may surprise you, but the Defense Committee does have little power in regards to the Imperial Military. We are merely a advisory body towards the government in regards to the Imperial military, although still the preeminent power in regards to the Senate when it comes to the Imperial Military. The main focus, however, is in fact, in "planetary defense", as you like to call it, or it's more official term, local defense. While I applaud this effort, I simply can not support an expansion of the bureaucracy, which you seem to have become a strident advocate of recently in a disturbing trend.

There is, also, the more pressing matter. That is, the Military Oversight Committee already exists. We worked together in fact, on the Dated Assets legislation earlier in the year. It is chaired, I believe, at this time by the esteemed Senator Romodi of Corulag. You will find in this years agenda announcement by the Grand Vizier, our mandate to work on said legislation together.

Perhaps Senator Veritas would rather transfer his talents to the Senate Military Oversight Committee - as he seems (when he arrives in the Senate) to simply use the Defense Committee to grind to a halt any legislation which he disagrees with and as a hobby horse from which to pontificate. I vote in favour.

I believe Senator Ordan raises a valid point RE: Senator Veritas's failings as head of the committee.

I fail to see how personal opinions of my service as Chairman of Defense, a service which is entering its ninth year as such, relate to this legislation, or the fact that it is useless in that both Committee already exist. I ask the Chair that discussion be closed on this matter, and this bill withdrawn from the Senate.

As I see it, Senator Veritas, the proposal seeks to redistribute the priorities of these committees in what the author intends to be a more equitable fashion. Your dissent from this is noted, and while the chair has no position on this issue I am not unsympathetic to your arguments, or, for that matter, to Senator Oriel's. But I see nothing procedurally wrong with the measure I see no basis to withdraw it. The debate will proceed, though once again both Senators Fowlkes and Veritas have commented on the bill but not voted. If you intend to vote, gentlemen, this would be the time to do so.

As it has become apparent that Senator Veritas does not intend to comment on this legislation, or any other legislation that the chair has brought to his attention in recent days, the vote is now closed and the measure passes unanimously. The powers and responsibilities of IMOC and the Defense Committee (now named the "Planetary Defense Committee," or "Defense Committee" colloquially) shall hereby be redistributed along the lines Senator Oriel has proposed.
