| The Defence of the Trade Routes from Rogue Sectors Act
Imperial Governors are mandated by their Commissions to maintain the protect the space lanes in their space.
Certain Sector Governments which are not ruled by an Imperial Moff have been seen to inhibit trade along the space lanes.
This act thus makes the following
1. Sector Governments within the Empire which are not Imperial in nature (not ruled by an appointed Imperial Sector Governor or Moff) may make no act to inhibit the trade lanes by discriminating against any merchantmen possessed by any Imperial Citizen.
2. Individual worlds still have the right to prohibit trade from passing through their space if they so wish and also - however - they may not prevent vessels "bypassing" their space with a shirt detour through Sector space.
3. If a Sector Government as described in Clause one commits a breach described in Clause one then it shall be subject to any or all of the following sanctions - at the discretion of the Commerce Council.
- Unlimited Fine - Withdrawal of Imperial Funding for Sector programs. - Withdrawal of permission to use Hyperdrives on Capital Vessels (to be enforced by Political Officers).

| The Commerce Committee is quite amenable to this act. While I feel it addresses something of a niche issue, I am reassured by Article 2's statement of the right of Imperial worlds to the valuable commercial tool of inhibiting trade in their space in some instances. Obviously, the Commerce Committee hopes these instances are few and far between, but it is still traditionally an arrow in the quiver of Imperial worlds. I vote in favor.

| Mr. Oriel, I find a problem in the wording, you merely have stated that this is a defense against "rouge sectors" yet you've made no mention of any sort to a "rouge world" that could also have the same affect on trade, for example a world along one of the well known hyperspace lanes could shut it down if said world decided that it was going to prevent all trade from arriving at their world. How would one respond to this, when your bill states that worlds would still have the right to place embargoes as they saw fit as said in Section 2 of your bill.

| Collective action is the answer, Senator Goodchild. If a "rogue planet" inhibits trade unnecessarily or for reasons that are arbitrary, other planets can respond if need be with an embargo or other economic pressures on the "rogue planet" to compel it to reconsider. The Loyalist Coalition of Free Trading Worlds is an example of a union of Imperial worlds with economic strength in numbers—strength that can be used if need be to deter "rogue planets" from the sort of deed you refer to. The reason I support this measure, however, is that the government of a sector also has the strength of numbers and cannot be as easily deterred as a "rogue planet" could be by collective action.
