| First I would like to apologize from my absence from these halls. Matters upon Empress Teta required my attention, and for this I quite humbly offer my most sincere regret.
Secondly, in light of the same affairs that required my presence in my home sector, I would like to publicly announce Empress Teta's intent to commission a fleet of vessels to patrol the important Koros Trunk Line and the Daragon Trail and to prevent smuggling and piracy along the Carbonite Run.
While we recognize the efficacy of the Imperial Security within the Deep Core, we would like to do our part as Imperial citizens and bear our part of the burden of our own sector's security.
We plan to open the bidding for construction of or sale of existing ships to the public in order to keep down our own costs and stimulate the economy. We will be extending our own Empress Teta Security Force with a naval branch in order to man the fleet.
We welcome any questions or concerns, and please be so kind as to direct them to my office.

| Alsakan strongly urges Empress Teta to avoid encouraging an already rogue sector from it's transgressions against the Emperor's peace. There are many patriotic and loyal shipyards closer to the Core and not lead by paranoid individuals who ignore high level diplomatic mail, represented by lying Senators and with a penchant with provoking border disputes with their neighbours.

| Empress Teta is currently in negotiations with Imperial Surplus, Inc regarding the sale of decommissioned Imperial vessels to create our fleet.
