Concern about the Cronese Mandate

Beings of the Senate,

I am greatly concerned that on my recent diplomatic mission to the Cronese Mandate, the ruler failed to answer any of my diplomatic correspondence, furthermore, I was unable to secure a meeting with the Cronese Trade Ministry.

I would like to ask the Cronese Mandate to explain why it's Government is so immobile?

The government is not immobile, it's simple fact that Lord Robeir XXII had other important duties to attend to than wasting his time with a simple meeting. As for the Trade Ministry, a report was already complied by the Trade Ministry and found that a trade with Vjun would cost more than it would bring in, in revenue. There was also no scheduled meeting on record, and as such there was no possible way that the Trade Minister could have been able to meet with you Senator Oriel, as you had not made an appointment and only spoke about meeting with him.

As such, a reply is common in diplomacy. Something which may have escaped the Cronese Mandate.

And I don't think it is fair to deprive your people of Acid Beets and the very elegant Vjun tunics, but if your people wish to be poorly fed and dressed, such is your prerogative.

Would you oppose the Vjun Government sponsoring an emporium to stock our world's wares on Chandaar?

Senator Oriel, the very name "Acid beets" does not make that particular.... for lack of a better word, food item, sound in the least palatable or edible, nor does the Mandate not importing such items constitute that our people are being poorly fed. There are a handful of worlds within the Mandate whose sole purpose is the production of food stuffs for the people of the Cronese Mandate, and so much is in fact produced, that the Mandate finds itself in possession of a large surplus of food stuffs, which are currently being inventoried before being given to charities across the galaxy to help those less fortunate in the Empire to be able to feed their families. As for your Vjun tunics, The people of the Cronese Mandate do not measure a persons worth simply because they wear some overly priced tunic or gaudy clothing and claim to be "well dressed." If you want to call sensible dress poorly dressed than that is your opinion, one which the Cronese Mandate does not share.

If your government wishes to sponsor an emporium on Chandaar, there is of course paper work that will need to be completed. Business license, bill of sale, insurance, right to sell non-native items, etc etc. These of course would need to be filed with the proper departments before such an Emporium would be allowed to open.

You would obstruct the sale of acid beets as a protectionist measure for your own farm worlds? Isn't this protectionism in contrast with the spirit of Free trade in the Empire?

You need a permit in the Cronese mandate to sell non native items?

I am stunned by the bureaucracy required to trade in the Cronese Mandate - another stunning reminded of how much of a rogue sector it has become.

I see that your ability to twist others words to fit your own needs and ends, and mislead people has not diminished. I said nothing about prohibiting or obstructing the sale of acid beets as a protectionist measure for our own farm worlds. Although I would like to know how an Acid Beet would be grown in the Mandate when none of the worlds in the Mandate possess the same kind of ecosystem as Vjun, which would make the production of Acid Beets impossible, as I doubt the people of the Mandate would approve of one of their worlds being turned into an acid rainfall world just for a few beets.

As for the permit to sell non-native items in the Cronese Mandate, such law has been in place within the Mandate for hundreds of years and was first implemented by the Ministry of the Interior, in a means to help ensure that the native flora and fauna, as well as the ecosystem of the worlds was not damaged by non-native flora and fauna being introduced. In this way, we are able to track whom is selling and provided such non-native flora and fauna in the Mandate, so that should an outbreak occur in the event that such non-native species were to be introduced to the Mandate, we could act on it swiftly and prevent the destruction of the native ecosystems that the native flora and fauna require to continue to live.

I would like to ask the Commerce Council if it believes the state of affairs in the Cronese Mandate (where to import any goods one must have a permit which one has to apply in person for) is an equitable one which is in agreement with the beliefs of the Empire.

Also, please learn to listen or atleast read the transcripts of my speech. Nobody would suggest growing Acid Beets in the Cronese Mandate, I do suggest selling them though. In galactic commerce there is a thing we call "importing" and I see no reason why the upper echelons might not with to sample Crepes Malreaux with Acid Beets, a traditional Vjunite dish popular across the upper classes of the Rim...

I question your statement "such law has been in place within the Mandate for hundreds of years" - The Cronese Mandate has existed for around a decade? Do you mean such a draconian prescription was in place when previous authorities run the area? Do you not find it odd that a fairly insignificant rimward sector is (by your declaration) effectively cutting itself off from trade and cashflow by causing it to be difficult to import products?

The requirement sounds rather onerous, if we're to understand it applies to all goods imported to the Cronese Mandate and not, as Mr. Goodchild seems to suggest, to certain varieties of flora only. The danger of acid beets displacing native flora is somewhat dubious though as Mr. Goodchild himself has declared it is impossible to grow them in Mandate space. Regardless, it would seem Mr. Oriel doesn't intend to grow them but simply to import them to the large market that is the Cronese Mandate. My view and the view of the Commerce Committee is that the role of a government is not to determine on behalf of its people whether they do or don't want a good, but to remove as many obstacles to trade as possible and let the people decide with their credits whether there is a market for that particular good or not.

If these onerous requirements apply to the importation of flora and fauna only, an argument can be made for them. But if these requirements apply broadly to all goods imported to the Cronese Mandate the Commerce Committee would regard this as a remarkably hermetic policy.

Senator Oriel,

Empress Teta would like to invite Vjun to establish an emporium to make its goods available to the Tetan people. We're a very cosmopolitan world and I believe there would indeed be a market for vjun tunics and the like.

The usual business fees would of course apply, but nothing out of the ordinary. We'd just like to generate more traffic among the trade lanes coming into the Deep Core to help offset the costs of our soon to be fleet. Does your world have a need for Carbonite? Perhaps we could arrange a mutually beneficial trade agreement between our worlds.

As a matter of note, we are also very open to any world bringing their goods to Empress Teta to increase the options available to our people.

The laws that have been in place since the time before the Mandate, and that are continued to be used now are the same that have kept the worlds that the Mandate presides over safe and in pristine condition. The law that requires permits to carry, transport, import and sell non-native items in the Mandate is put in place for all biological items, as stated above, mainly Flora and Fauna that could possibly displace native Flora and Fauna of the Mandate and harm the pristine worlds that are owned by the Emperor and merely placed in our care, which is why these laws have been continued and are still in effect and use. It is so that the worlds entrusted to us are in the same condition that they were first in when presented to us.

I ask though that the Chair close this trivial line of questioning as the Senate has better things to worry about, than the laws that preserve the Emperor's worlds.
