| The Weights and Measures Act
In order to allow a reduction in confusion across the Empire, I propose the standardization of weights and measures across the Empire, to be installed over the next five years or quicker where possible. This will lead to a system of weights which is comprehensible and understandable by all being disseminated across the Empire - preventing the confusion of say an Anaxi meter being different to a Deralian meter.
Dimensional Measurements
The Imperial Standard Meter and it's derivative measures shall be used as the standard measurement of length, width and depth in any object when described in any official document or binding contract. Within five years all suppliers and stockists must make figures available in this "Imperial Metric" system.
The standard unit will be the Imperial Standard Meter, it is defined as the length of the path travelled by light in vacuum in 1 ⁄ 299,792,458 of a second.
Accordingly the Imperial Standard Meter would be broken down into "Imperial Standard Centimeters" which will consist of 1/100th of an Imperial Standard Meter. Each "Imperial Standard Centimeter" will be broken down into ten "Imperial Standard Milimeters" which would be broken down into 1000 "Imperial Standard Micrometers" or 1,000,000 "Imperial Standard Nanometres".
Scaled up, 1,000 "Imperial Standard Meters" will comprise an "Imperial Standard Kilometer". The speed light travels in deep space in a year is to be 9,460,730,472,580.8 Imperial Standard Kilometers.
Chronological Measurements
Time in official locations, offices etc is to be measured from Imperial Standard Time. The Imperial Standard Time is to be displayed alongside the local time in all Imperial Governmental Offices.
Imperial Standard time is formatted as follows:
1 Imperial Standard Second = 1/60th of an Imperial Standard Minute 1 Imperial Standard Minute = 1/60th of an Imperial Standard Hour 1 Imperial Standard Hour = 1/24th of an Imperial Standard Day 1 Imperial Standard Day = 1/365th of an Imperial Standard Year 1 Imperial Standard Year = 1/100th of an Imperial Standard Century
The Imperial Standard second is defined as the time it takes a ray of light to travel 300,000 Imperial Standard KM in deep space.
Measurements of Liquids
All liquid products shall be vended in "Imperial Standard Liters" within five years.
One Imperial Standard Liter equates to a cube 10 by 10 by 10 Imperial Standard CM which is also equal to One Imperial Standard KG at four Imperial Standard Degrees (Temp).
Measurements of Weight
All products shall be vended in "Imperial Standard Weights" within five years.
1 Imperial Standard Gram = 1/1000th of an Imperial Standard Kilogram 1 Imperial Standard Kilogram = 1/1000th of an Imperial Standard Ton 1 Imperial Standard Ton = 1/1000th of an Imperial Standard Kiloton 1 Imperial Standard Kiloton = 1/1000th of an Imperial Standard Megaton 1 Imperial Standard Megaton = 1/1000th of an Imperial Standard Gigaton
One Imperial Standard Gram is measured as the weight of 1 Mililiter of pure Water (H2O)
Measurement of Temperature
Temperature shall be measured in "Imperial Standard Degrees" by all Governmental organizations, official contracts etc within five years.
One Imperial Standard Degree be defined from the triple point of water (H2O - The Temperature at which it can exist as a solid, liquid or gas) as zero.
One hundred degrees shall be measured as the boiling point of water. From this point increments above and below this range may be calculated.

| I feel this proposal should be studied in committee so that recommendations can be presented to the Senate before it comes to a vote, few of us possessing the expertise to distinguish the merits of one system of weights and measures from another.

I would welcome the scrutiny of the Commerce committee if you feel is it most appropriate? I feel it's expertise with the addition of expert testimony from the Imperial Science Commission this ought to produce the most excellent system of measurement for the Empire to use.

| Senator Oriel, do you mind explaining why the Imperial Standard needs to be revised from its Imperial Center base value in several categories?

| Because this is a Galactic Empire and it is inappropriate for one world's standards to set policy. There ought to be a standardized measurement system which is not based upon the rhythms of any one world. Furthermore, it should be noted that the measures are broadly similar to the "Imperial Center Standard".

| I find myself in agreement with Senator Cambrist on this, Senator Oriel. It is a good idea, however, though I wonder how soon it is that you would like to see it implemented and how it is to be enforced?
