The Senate is Now in Session.

Good morning, Senators. We begin this year's session of the Senate, our hearts heavy with the loss of life that was seen on this planet in the recent droid uprising which claimed the life of, among others, the distinguished Senator of Commenor, Ronsard Entrente. Roman Lepkin of Lorrd was also injured, and will not be with us until he has fully recovered. The absence of these men from this chamber will be felt, but we must move on as they and their people, and indeed your people, would have us do. The droid uprising, however, brings us to the first item on the Emperor's agenda for this session of the Senate—a series of legislative priorities for you in addition to your own proposals. Namely,

1. His Majesty requests and requires the Senate to pass anti-droid legislation to prevent, once and for all, droid revolts of the sort we've seen here on Imperial Center, and in numerous times and places throughout history, including Bakura and the Gordian Reach. Let there be no more "droid's rights" nonsense; in particular, the Senate should loosen "droid protections" such as restrictions on the manufacture of semi-sentient "brilliant" missiles and similar ordnance.

2. The Emperor expects the Senate to keep its house in order. Many senators were reprimanded for misconduct and anti-Imperial sentiment in last year's session, from Representative Mical de Crion to Senator Ja'nar Cerra. Specific standards of conduct are necessary—what is and isn't "conduct unbecoming" of a senator? What is or isn't considered "anti-Imperial"? The Imperial Senate must have no tolerance for sedition. Naturally, as the Chair of the Senate, I will consult with you on this measure.

3. With the recruitment of non-clones into the Stormtrooper Corps beginning this year, the Senate must finally address the issue of retiring clones. Though many clones are only 20 years old, most are biologically in their 60's and 70's with growth acceleration, and are not fit to fight forever. The Senate shall devise a plan to retire or otherwise phase clones out of active service (except in certain clone-only legions, such as the 9th, 501st, etc.). You should explore all options, including so-called "death with dignity" options.

4. The Senate is expected to exempt the Empire from endangered species laws and grant it the authority to eradicate dangerous or invasive species to maintain an ecological balance or to protect Humans from predatory species.

5. The Planetary Defense Committee shall conduct a world-by-world review of planetary defenses for planets of particular economic or strategic importance to the Empire and make recommendations on the composition and conduct of each planet's forces.

I'm looking forward to working with you all on these and other measures. The Emperor and I expect this year's session to be as productive as the last.

Finally, a housekeeping note. The following senators will no longer be with us, their terms having expired; Taja Lohden of Kaal, Milo Prosper of Volus, and Raynar Tavira of Onderon. Additionally, Nasir Baqri of Abregado-san is no longer with us due to instability on his world, and Dierna Chakrei of Aeeq, her world destroyed, will not be with us either unless the Senate votes to recognize the Aeeqi people as a planetless constituency.

With that, the Senate is now in session. Let us begin.
