The Ronsard Act

Senator Ronsard Entrente, a friend and respected member of the Commerce Committee, was killed in the recent droid uprising, as we know. The bill I propose here today is one that I proposed last year, before the droid uprising occurred. If the Senate had passed it, it's possible that Ronsard Entrente would still be with us and celebrating his birthday today. To honor the man on the day of his birth, I re-introduce this bill in the hope that the Senate has learned the lessons of the droid uprising and won't let what happened to Ronsard happen to anyone else. I vote in favor.


The Ronsard Act Limiting the Free Movement of Droids


No droid shall operate in public unaccompanied by its owner unless on an errand for its owner or operating in accordance with its programming (i.e. loadlifters at work in a spaceport, cleaning or maintenance droids going about their services, etc.). A droid found to be or suspected to be operating in public without the knowledge of its owner, or in defiance its owner, shall be impounded and subject to deactivation and other forms of restraint, return to its owner if possible and, if not, A.) memory wipe and auction or B.) disassembly and destruction. Local law enforcement shall be empowered to enforce this law at its discretion.

This seems reasonable, Senator Cambrist. However, I am simply curious, what determines whether or not a droid is operating in public in defiance of its owner? Will there be patrols that stop every unescorted droid on the street and interrogate them?

No offense, Mr. Stark, but I could care less how it is done, just as long as it is done. I was there, and while I don't remember a lot of it, it was terrifying to see machines that most people take for granted, doing the things that they did. Wasn't your fiancee trapped in a hotel nearby during that whole disaster, by the way? How does she feel about it? And wouldn't you do anything in your power to protect her from something like that happening again? I'm sorry but....there should be no question.

Senator Thanatos, you're normally one of the more level-headed senators in these halls. Granted, you suffered greatly because of the Droid Uprising and for that, I sympathize. However, a few points to make here: first, I was asking Senator Cambrist how this would be enforced. Will it cost tax dollars? How will it be made into a secure system? A veritable plethora of questions to see what the bill will need to involve. Secondly, I don't see how my fiance factors into this. My decisions here affect more than her, and I cannot allow personal feelings to get in the way when voting on any act. That would lack fairness and impartiality. Third and finally, the Droid Uprising was not the fault of the droids themselves, it was the fault of a madman, Archa Sabis, on some mad fool quest for power no doubt.

So yes, I would gladly see my fiance protected by putting a blaster to the head of every madman in the galaxy and pulling the trigger. While I am not opposed to this legislature, I simply wish further information.

As you can see, Senator Stark, police forces can enforce the Ronsard Act as they see fit to do so. But in most cases, it's reasonable suspicion. For instance, loitering is suspicious behavior for a droid. Perhaps a droid is registered to a deceased owner. There are many examples. But in a worst case scenario, the Ronsard Act calls for the return of the droid to its owner—if there's been a misunderstanding, the owner can clear it up. But most of the time, a droid should have no problem retrieving from its memory bank a recent conversation with its owner.

Similar laws exist on many worlds, and for good reason. The first time I proposed this bill, Senator Youngblood said, and I quote:

Most [droids] are already programmed to do something. Like Protocol droid's help translate languages. Medic Droid's don't do anything but stand around in the hospitals


Did we not see EVS droids using construction tools for destruction in the droid uprising? Did we not see law enforcement droids breaking the law? Don't be mired in particulars, Senator Stark. The point is we can no longer be naïve about droids. If we hadn't been in the first place, it's possible that Ronsard Entrente would still be with us today and my neighbor Senator Thanatos wouldn't have been put through the trauma she was.

Fewer droids on the streets means fewer droids for the madmen of the galaxy to hijack.
