| There's been talk lately about promoting patriotism among the youth, and it got me thinking about how the current education law fails to do this. The problem with the law is that it isn't specifically pro-Imperial enough. That and it tries to do too much. The Empire can't be in every classroom, it can't test every student, but it can at least make sure that no Imperial planets are teaching anti-Imperial cirriculums, that teachers who fail to inculcate students in New Order values can be fired, and that the most patriotic students are rewarded with entry to institutes of higher learning. That's why I propose this bill and vote in favor. Section 1. Narrowing the Empire's Interest in Education
1.1. The Empire shall not be responsible for nor concern itself with planetary or private education, except;
1.1.a. To ensure that students are inculcated in wholesome, pro-Imperial, New Order values, and 1.1.b. To ensure that no seditious, anti-Imperial, or anti-Human cirriculum is taught in schools.
1.2. All Imperial funding or scholarships for planetary or private schools, universities, etc. is hereby rescinded and no additional funding shall be granted.
1.3. All Imperial funding for teacher training programs is similarly rescinded.
1.4. Hencecforth, Imperial scholarships shall be for the attendance of Imperial institutions only (for example, the Imperial Institute of Higher Studies on Ferrhast, or the Imperial Academy system. See Section 3.1).
1.5. There shall be no Imperial assessments or "exit exams" for planetary or private primary schools. (See Section 3.3 for more on assessments).
1.6. There shall be no tenured teachers of professors.
Section 2. Planetary and Private Schools
2.1. Planetary and private primary schools shall be required to provide a 2-hour course each day to inculcate students in pro-Imperial, New Order values. These courses shall include the following:
2.1.a. New Order values; the superiority of the Human race, particularly males, and Human culture. 2.1.b. The Clone Wars; the triumph of the Empire over the self-serving alien Separatists and their Jedi co-conspirators (with as few references to the Jedi as necessary). 2.1.c. Ascetism and minimalism in art, architecture, literature, etc. 2.1.d. Scientific worldview refuting religion, spirituality, and Force-mysticism. 2.1.e. The virtue of the Imperial form of government and the weakness and instability of the democratic-republican form of government. 2.1.f. The might of the Imperial military and encouragement of students to enlist.
2.2. The above courses shall begin with the playing and observance of the Imperial March (where practical). Instructors shall be required to lead their students in the following pledge of allegiance at the beginning of each school day: "I pledge allegiance to the Galactic Empire, and to His Majesty, Emperor Palpatine, and the government that he rules, indivisible, with peace and freedom for all."
2.3. The Commission for the Preservation of the New Order (COMPNOR, an independent pro-Imperial advocacy group) shall impose additional standards on planetary or private schools as it sees fit.
2.3.a. COMPNOR shall also have veto-authority over courses or cirriculums it deems to be anti-Imperial, anti-Human, or otherwise seditious. 2.3.b. COMPNOR shall also have authority to conduct teacher performance reviews and make recommendations to planetary and private schools concerning the hiring and firing of teachers.
Section 3. Imperial Institutes and Academies
3.1. Imperial Institutes of Higher Studies and the Imperial Academy system shall be the gateways to success in the Empire and employment in its civil service or military.
3.2. All Imperial institutions and academies shall be fully-accredited.
3.2.a. Graduation from an Imperial Institute of HIgher Studies (or equivalent military service) shall be required for employment in the civil service of the Empire. 3.2.b. Graduation from an Imperial Academy shall be required for Imperial military service.
3.3. The Robert North Education Reform Act's "Imperial Competence Test" shall henceforth be the entry exam to Imperial Institutes of Higher Studies (not the Imperial Academy). The privilege of taking the entry exam shall be
3.3.a. By invitation of the student, or 3.3.b. By recommendation of the student by a planetary or private school, or 3.3.c. By recommendation of the student by an Imperial Senator or Imperial Adviser.
3.4. This entry exam shall test students on their familiarity with New Order values, their knowledge of history, civics, and Imperial sciences, and their proficiency in Basic.
3.5. It shall be the responsibility of planetary or private schools to "teach to the test."
3.6. Cirriculum at the Imperial Institutes of Higher Studies shall be determined by COMPNOR.
3.6.a. COMPNOR shall have authority to hire and fire professors and administrators at Imperial Institutes of Higher Studies. 3.6.b. Graduation from an Imperial Institute of Higher Studies shall be determined by cumulative grade point average and a COMPNOR-approved thesis identifying the greatest challenges to the Empire in the student's intended field and what the Empire can do to meet these challenges.
Section 4. Consolidation of Imperial Institutes and Academies
4.1. The Robert North Academy for Higher Education is hereby re-named the Imperial Institute for Higher Studies on Imperial Center.
4.2. The following institutions shall be considered part of the Imperial Institutes of Higher Studies: the Imperial (flagship) Institute of Higher Studies on Ferrhast, the Imperial Institute of Higher Studies on Imperial Center, the Imperial Academy of Science and Methodology, and all branches of the Imperial University.
4.3. The following institutions shall be considered part of the Imperial Academy system; the Imperial Naval Academy, the Raithal Academy, the Academy of Corulag, the Academy of Carida, the Imperial Naval Academy on Prefsbelt IV, the Imperial Training Center on Yinchorr, and all branches of the Sector Naval Academies and Imperial Army Officer Training Academies.
4.4. The following new academies shall be established: the Eriadu Academy, the Elite Survival Academy of Vjun, and the Counter-Insurgency Academy of Chommell Minor.
Section 5. Accreditation of Planetary and Private Universities
5.1. COMPNOR may revoke the accreditation of planetary or private universities should they fail to inculcate students in wholesome, New Order values or teach an anti-Imperial cirriculum.
5.2. COMPNOR also has the right to review a student's work and thesis for a 1-week period prior to the issuance of a degree from a planetary or private university, during which time COMPNOR may block the issuance of a degree to the student in question or revoke the accreditation of the university.
Section 6. Replacement of Prior Legislation
6.1. The Robert North Education Reform Act is hereby repealed and replaced with this act, which improves on the North Act while preserving the best articles from it.

| A fine Act, it could use some mention of the Officer Cadre on Anaxes though I feel?
In any case I vote in favour of it as it is well drafted and intended.

| No Imperial funding for schools.
Politics and propaganda in the class room, good teachers fired.
Fanatics in charge of the curriculum.
Schools turned into army recruitment centers.
Discrimination against non-Basic speakers.
Which of these do you support the most, Senator Ryuun? I expect this from Oswaldt and Ordan, not from you. I haven't been in the Senate that long, but this is the worst bill I've seen here. I agree the Empire is too involved in education, and in some ways this bill isn't a bad thing. But in many, many more ways, it is a bad thing. I vote against it.

| You have put a well-written act together, Governor Oswaldt, but I'm afraid that, coming from a world that prizes education and does indeed have some rather prestigious schools, I'm going to have to vote against this particular measure for a number of reasons.

| I see no problem with this. I don't think Senator Fitzgerald is appreciating that the bill gives planets more control over their curriculum, not less. The bill insists only on a 2-hour daily course in "New Order values," which isn't unreasonable. I also see a sophisticated carrot-and-stick approach to the success of students; planetary schools would have a measurable standard to teach to—this "entry exam" for Imperial Institutes of Higher Studies—and the threat of firing teachers and rescinding accreditation for schools whose students don't succeed on the exam.
The current law, whose original author was Senator Cerra, attempts to run every school in the galaxy from Imperial Center. Uniformity can't be imposed on a galactic scale--"standardized" testing across thousands of worlds and species is a farce. Better to set achievable, New Order-based standards and have planetary schools show some initiative in actually achieving them.

| I have a concern about Section 2, particularly 2.1.a, Governor, for obvious reasons. I know that you have personal feelings regarding women holding positions of power, being educated, having the right to vote, or doing anything other than being barefoot and pregnant in the kitchen, but that is not a view that should be forced upon a new generation.
It is discriminatory, as Senator Fitzgerald pointed out, and I agree with him and on all of the points that he made.
Chandrila, likewise, votes against.

| For the record, the chair does not oppose this measure. Indeed, in my opinion it is an improvement on the current law, which the chair supported at the time.
