The Cambrist-Oswaldt-Tu'Rot-Thanatos-Ordan-North Geonosian Stewardship Act
Certain the Geonosis System appear to still be uncivilized and lacking in the necessaries of Civilization, being as it is populated by unruly insects, best described as "Biotometon" - biological autometons. Even the most generous alien hugging sentientologists grant that the average Geonosian is about as intelligent as a household pet, but there remain castes which are vested by providence with some degree of intelligence and so may be improved from their current state.
Geonosis must be improved, lest it again fall into sedition, the world which does this shall be obliged to, in exchange for any fruit of the Geonosian's labor or exploitation of their resources, act as a constant sentry and vigilant watchman over the Geonosis System, replacing His Majesty's Imperial Navy and Imperial Army in this regard - freeing them up for other deployments and generating profit for the Empire.
1. This Act proposes to grant Anaxes a five year stewardship over the Geonosis System that it might be a civilizing influence upon these benighted alien wretches! Anaxes donated by percentage of the Republic Navy more citizens than any other Member World to the Galactic Empire, as such it is not un-deserving of being the world selected to civilize where that conflict first began. Stewardship shall constitute sovereignty over the Geonosis System and all within it. The tenure shall be measured from three months after the passage of this act - when control shall be handed over to the Anaxsi representative present.
2. The Axum Interest Protection Squadron shall be designated Sentinels to the System and shall be responsible for ensuring its spacelanes remain safe, it shall always maintain a space station or capital vessel within the Geonosis System for the duration of it's tenure.
3. The Axum Interest Protection Squadron shall maintain a suitable garrison on Geonosis in order to ensure law and order. While allied contingents and private companies may also be present in a security capacity, the Axum System itself shall provide at least five thousand (or as many shall be required to keep the peace) garrison troops at any one time.
4. The Government of Anaxes, as Steward over the Geonosis System, shall be obliged to ensure the Geonosians maintain all current labor obligations to the Empire and indeed shall at all times work to improve productivity, labor done for the Galactic Empire shall be at cost and not for profit.
5. An Imperial Agent shall be appointed of at least Prefect (or service equivalent) rank and shall be housed aboard the Sentinel ship or station and granted such treatment as befits a representative of the Emperor.
6. The Geonosian population, requiring the improving characteristics labor brings shall be employed in a manner consistent with current policy, and cared for in the same caring manner. The Steward should ensure that Geonosis' manufacturing capacity is made available to Imperial Members or Private Companies at a reasonable value. Private industry participation shall be sought and bids tendered to re-open manufacturing facilities, bidding shall be managed by the Steward with appeal to the Imperial Agent if it's felt the matter has been conducted unfairly who may over-rule the Steward's decision if he finds there has been unfair and unreasonable conduct on it's judgement of a particular bidding process.
7. After the five year tenure has expired, Anaxes shall return the much improved Geonosis to the Galactic Empire which may then return it to Imperial Administration or enact whatever else may be the Emperor's will upon the world and it's system.
8. Dantooine shall be granted most favoured supplier status for agricultural imports for the duration.
9. Eriadu shall be granted the rights to 10,000 tons of industrial output, in exchange for providing the computer systems to run any re-opened factories.
10. Acherin based companies shall be granted most favoured status regarding fiscal services for assets managed by the Steward.
11. Chandrila shall establish three schools on Geonosis to train those who prove able in a curriculum of their choice. Chandrila shall also be entitled to establish three hospitals on Geonosis wherever it chooses.
12. This motion is conditional on the Emperor's assent upon passage and shall automatically incorporate any suggestion made by the Chair or the Emperor's representatives for it's modification.

| The phrase—"Anaxes donated by percentage of the Republic Navy more citizens than any other Member World to the Galactic Empire, as such it is not un-deserving"—would seem to indicate that Anaxes considers Geonosis some sort of prize, yes? Geonosis, a planet with a population of 100 billion, a property of Anaxes to be "improved" at considerable profit to Anaxes itself? Why, in Senator Ordan's opinion, is the Empire not adequate to the task of "civilizing" Geonosis? Pardon the indecorous term, but why, indeed, should Anaxes be the pimp of Geonosian labor?
The Clone War is over, and Geonosis has been punished for enabling the Separatist cause. How long is this going to be used as an excuse for the exploitation of the planet and its people?

| That portion of the act is simply intended to assert Anaxes' strong reputation for loyalty to this State. There is a chance (I admit) that we might make a profit on it, but our profit would be a profit also for the Empire and for Geonosis itself; but the arrangement also a great potential for loss - it's being given the chance to wade into a very tough situation and with our investment reap a potential reward for everyone or take a loss ourselves.
By your logic, any resource the Empire owns should not be distributed to Members to exploit - even (where as here) the Empire reaps the benefits in the form of improvements to Geonosis. The Geonosian people haven't proven tractable to government over the previous decade and with the collapse of their society's traditional structures in the Clone Wars they are in a state of disarray, it's also a world where there are still considerable areas of roaming CIS Droids.
Repairing Geonosis is a big project, and thus we are bringing onboard a multi-planetary team of Xenobiologists and sentientologists to help advise our course of action - no expense is being spared in the cause of improving the lot of these unfortunate savages. We're not going to be there to punish Senator Vanden, but to help. THe Empire could do this; I accept that, but we would like to offer to free up the Empire's resources and men for elsewhere that they are sorely needed.
As I have stated before, I believe aliens are inferior to the human race; but that doesn't change that they do in fact exist and so must be encouraged to play as full a role as possible in the Empire that they are subject to. The Geonosian species has had it's evolved leadership structures essentially broken by their foolish actions in the Clone Wars - they broke themselves and their action has been their own punishment.
In the past, Geonosis was administered in a rigid caste structure that has largely collapsed and we hope to help be replaced by a functioning system which allows individuals to determine their future based on their merits. In the past, the only way for a "worker" caste Geonosian to do anything but be worked to death and live in over crowded pits has been to fight for sport against other sentients and fearsome monsters. You know what, Senator Vanden?
I'd like to have my people invest in the future of this race, to show we can set aside species prejudices in the greater interest of the Empire and progress - why do you object to this?

| The position of the Commerce Committee is that this can be a useful experiment in the devolution of power provided there are no surcharges to the Empire for Geonosian labor that it could otherwise procure for itself at no particular cost. And the 5-year duration of the stewardship is non-negotiable on the part of Anaxes. I've spoken with Senator North on this proposal and both he and I wish to co-sponsor it as well. I also recommend to Anaxes the services of Brentaal's numerous transport companies for this Geonosian endeavor.

| Indeed Reuke, no surcharge to the Empire - all current labour obligations to be met on current or better terms - this'd be covered under Clause 4 I think. The Stewardship would be non-negotiable but the Empire would of course retain the option to propose it be renewed in future on the same or renegotiated terms with Anaxes or any other world.

| Having listened to his words, would I be mistaken in understanding that the honorable Senator of Anaxes feels the Empire has demonstrated an absence of compassion and understanding for this species? He's said much of improving the lot of the Geonosians and "investing in the future of this race" when asked specifically what Anaxes would bring to Geonosis that the Empire can't or won't. And if indeed this is the mercy mission the Senator describes it as (despite having just referred to the Geonosian people as a "resource"), surely he'll welcome broad-based inter-planetary scrutiny of his enterprise?

| Inter-planetary scrutiny is allowed for in this act to the extent the act provides. I think Senator Vanden will agree Chandrilan presence is as impartial as possible on the matter.
Anaxes would bring its unique ethos of hard work making you free to enjoy it's profits. We would also bring in Industrial specialists from Axum to aid the process of industrial reconstruction.
