The Human Rights Monitoring and Crisis Resolution Sub-Committee
A Sub-Committee of the Planetary Defense Council
A Sub-Committee to ensure the rights of Humans are protected, to resolve incidents through diplomacy and provide initial aid in the event of humanitarian incidents. Further to advise the Imperial Authorities and Defense Committee of all ongoing events.

Mandate
- To monitor the Galaxy for infractions of Human Rights by non Imperial groups (Member worlds, Corporations etc)
- To mediate, monitor and lobby in the interests of humanity in the event of Inter-Member Conflicts.
- To lobby and attempt to mediate if war is a possibility.
- To document and attempt to prevent crimes against Humanity.
- To provide a database of possible human rights violations available to the Defense Committee, Imperial Government/Military and Justice System.

Sub-Committee Powers
- To hold Committee hearings regarding alleged mistreatment of Humans that breaks the law of the Empire.
- To request the Imperial Prosecution service consider legal action where breaches are discovered.
- Bring matters of concern to the Senate or Defense Committee.
- To advocate in favour of human rights.
- To observe inter-planetary wars for breaches of Imperial Law.
- To request the Imperial Government, Sector Government or Planetary Governments intervene in a crisis where human civilians are being unjustly allowed to die.
- To request the relevant Imperial Administration (Governor or Moff) consider the circumstances of any severe crisis and request he consider an Imperial enforced cease-fire.

Material and Fiscal Assets
To be appropriated from the Imperial Budget for use at the discretion of the Human Rights Monitoring and Crisis Resolution Sub-Committee.
Maximum Level of Core Based Assets Budgeted for (based on Imperial Center)
Sub-Committee Members
The Sub-Committee leader is permitted to appoint up to five members.
Facilities
The Senate Rotunda will provide meeting room space where required.
A reasonable office suite in the Old Republic Executive Building with furniture and terminals provided.
Vessels
Two Demilitarized Consular-class cruisers - To be crewed by Volunteers from the Imperial Navy Reserve.
Personnel
Admin Staff: 20
Diplomatic, Investigative or Specialist Agents: 25
Legal, Media and Lobbying Services should be sub-contracted from the discretionary budget.
Maximum Level of RimWard Assets Budgeted for - To be based out of Eriadu
Vessels
One Pelta-class Medical Frigates - Crewed by Imperial Navy Reservists and clones who may not be fit for front line service. Basic skeleton crew only present of 200.
One Corellian Star Shuttle - Crewed by Imperial Navy Reservists and clones who may not be fit for front line service.

Admin Staff: 10
Diplomatic, Investigative or Specialist Officers: 10

Protection of Investigative vessels, Crew and Sub-Committee members.
Investigative vessels are to be treated as neutral and accorded the respect of other Imperial ships but are not law enforcement and should comply with the Instructions of Member World vessels or signals.
Firing on Sub-Committee investigative vessels (unless they fail to comply with explicit commands and ignore a warning shot) shall be considered an Act of War against the Empire.
Sub-Committee members, representatives and members of their retinue are to be considered Imperial Civilian Officials while in the line of duty with regard to Criminal law. They are required to abide by all local laws and regulations not in breach of Imperial Law.
Members of the Sub-Committee may request protection from Imperial Sector Rangers or Imperial Military Ships - The relevant unit commanding officer will have discretion as to whether to provide support, but should do so if the request is reasonable.

Discretionary Budget
15,000,000 Credits shall be lodged from the Planetary Defense Committee Bank Account in a bank account for the discretionary use of the Sub-Committee (held in trust with no more than 5,000,000 released a year). Surplus funds will return to the Planetary Defense Committee Account.
The discretionary budget may be used only for the following reasons:
Raising awareness of breaches of humans rights.
Purchasing specialist investigational equipment required.
Emergency Crisis relief.
Repairs upon Sub-Committee vessels.
Each use of funds from the Sub-Committee discretionary fund over the value of 5,000 credits must be reported to the Defense Committee for scrutiny.

Oversight
The Planetary Defense Committee shall have full oversight of it's Sub-Committee over which it shall have the powers it holds with regard to all other sub-committees.
The Imperial Justice System and Imperial Government shall also have full powers of oversight.
Fiscal scrutiny shall be conducted annually by the Imperial Treasury Audit Division.

Sub-Committee Members
The Sub-Committee Chairman shall be Senator Aurelia of Deralia, she shall have three years tenure (unless the Defense Committee finds there is compelling cause to remove her due to gross misconduct or acts of moral turpitude). The Chairwoman shall have the power to enlist or discharge Committee members. The Defense Committee reserves the right to moderate these choices if it feels there is a pressing reason to do so.
In the event of Senator Aurelia being incapacitated o unavailable, the Defense Committee shall select an interim head.
Senator Ilanah Thanatos shall be appointed to this Sub-Committee as a direct Defense Committee appointee.

Tenure
This sub-committee is given three years tenure (after which a Defense Committee review as to it's effectiveness will be held). If considered to be successful then the Defense Committee shall support continuing funding. The Imperial Senate shall extend funding for these three years after which they may vote for further extensions or choose to reallocate the funds.
Tenure will be voided in the event of demonstrable gross misconduct (such as acting in a non-neutral manner), misuse of Imperial property or an unpatriotic stance from the Sub-Committee or its members. The Defense Committee s a whole will hear and rule on such allegations and reserves the right to suspend or dissolve this Sub-Committee in those circumstances)
