Imperial Loyalist Coalition of Free Trading Worlds Treaty

Gentlemen

I present the following treaty for members to become signatories to, this is not a vote or a proposal, simply the statement of the emplacement of this treaty. We invite any members of the Empire to join the coalition so long as they are willing to abide by the rules of the treaty.

The Imperial Loyalist Coalition of Free Trading Worlds Treaty

PREAMBLE

While at all times deferring to the Emperor in all things, and agreeing that Imperial Tariffs and regulations are fair and just, it has arisen that some worlds have, of late, imposed an unfair and unjust impediment upon fellow members of the Empire through either unreasonable taxation, unjust trade barriers and unreasonable prevention of goods.

In order to streamline the process, it is abundantly logical that the worlds involved with this impediment of the Emperor's trade, and so the worlds which do not place impediments upon trade within the Empire and believe in the free exchange of goods and the tendering of a percentage of the value of each sale to his majesty shall henceforth establish an agreement to assure free trade between them and attempt to take such reasonable steps as may be necessary in order to ensure the flow of credits to the Imperial Treasury.

Furthermore, it is desirable that the forces of his majesty should not be subjected to foreclosing on the defaulted taxes of the Imperial Members, thus if required the coalition would be established in order to pay off the debt at any world that has defaulted and then would be endowed with the right to foreclose on the assets of said world either as a coalition or as individual members.

OBJECTIVES
1. The Parties hereby establish a free trade area on goods, services, establishment and associated rules in accordance with this Agreement.
2. The objectives of this Agreement are:
(a) to liberalise and facilitate trade in goods between the Parties, in conformity with Imperial Law and the desires of his Majesty to allow prosperity in the Galaxy
(b) to liberalise trade in services and investment between the Parties, in conformity with the general good and for the wellbeing of the people and businesses of the respective worlds and the Empire.
(c ) to promote competition in their economies, particularly as it relates to economic relations between the Parties;
(d) to further liberalise, on a mutual basis, the government procurement markets of the Parties;
(e) to adequately and effectively protect intellectual property rights;
(f) to contribute, by removing barriers to trade and by developing an environment conducive to increased investment flows, to the harmonious development and expansion of world trade;
(g) to commit, in the recognition that prosperity is an overarching objective, to the development of inter planetary trade in such a way as to contribute to the objective of increased profit and strive to ensure that this objective is integrated and reflected at every level of the Parties’ trade relationship; and
(h) to promote the reduction of unfair restrictions on specific goods and services, and to aid its members in resisting any form of economic strife imposed by an outside member.
(i) to commit to the deployment of military force (should it become necessary) to protect any members of the coalition from any economic or military sanctions targeted at the economy of any members, and to also deploy force should it be necessary in support of the Imperial Military or to bring worlds to account should they fail to default on tax payments to the Empire.
(j) to establish a Commission consisting of Five Commissioners per Core world; and One Commissioner per world outside of the Core to decide on any matters relating to the treaty by simple majority, his Imperial Majesty shall have power of veto on all decisions and also the power to make his own rulings should the situation require such an action or should a deadlock arise.
(k) to ensure clarity, the Imperial Senate Commerce Committee may also veto commission decisions with a unanimous vote.

Indeed, Senator Oriel. I have sympathized with the plight of those who have been unjustly abused, and Druckenwell is always ready to offer aid and succor, even up to armed intervention, to see that justice and equality prevail within the Senate.

I am pleased to see this treaty is one which allows the core a fair measure of influence representing their larger average population and vastly larger wealth. Thus we will sign this treaty and look forward to the swift future resolution of any problems effecting our members and mutually support each other to a more profitable and less protectionist manner.

Volus will take no part in signing away a planets right to decide what is and what is not allowed within its space. Situations are not the same everywhere, senator, and different environmental, economic, and social realities can not be ignored by a treaty seeking to force compliance on an arbitrary issue. So long as trade is allowed, Senator, then planets should be able to decide for themselves what is permissible and what is not within their space.

Senator Star, your votes as of late seem to be... lacking in enthusiasm for the Imperial progression. That is, of course, putting it lightly. I cannot help but wonder if Volus would not be better served with a different, more supportive member of Imperialism representing it in the Senate.

Gentlebeings of the Senate, we are not here to discuss whether or not Senator Star is the right person for the job. We are here to discuss a treaty.

Senator Oriel, I commend you for making the effort to expand Free Trade across the galaxy. I agree with your thinking, and aside from creating economic competition, this should also boost individual planets economies.

I move that the chair encourage Senator Oriel and the other signatories of this treaty to place it on hold for the time being while the Commerce Committee—which, despite being an official organ of Imperial trade policy, was not notified of the treaty in advance—is given the opportunity to study it and its implications. Surely the treaty can only benefit from this.

Thank you for obliging the Commerce Committee, Senator Oriel, and for clarifying a number of my concerns in private. I can find little wrong with the proposed treaty except to wonder why it is the Economics Committee, in section 2(k), that is given oversight of the actions of these worlds and not the Commerce Committee, which seems the more logical body for this purpose? In terms of oversight, I would also suggest that the treaty would be improved by clarifying section 2(j) with respect to His Majesty's presence on the proposed commission. As His Majesty cannot, of course, be expected to be present for the meetings of this commission, should there not be an Imperial representative delegated to this position, much as the Direx Board of the Corporate Sector Authority has a permanent Imperial adviser? I would humbly suggest to His Majesty that a member of the Commerce Committee, dutifully representing as it does His Majesty's interests in interstellar trade, occupy this position on the commission. This would also be sensible if, indeed, section 2(k) is revised to replace the Economics Committee with the Commerce Committee.

My only other suggestion would be that the treaty would benefit immensely, if you will forgive my immodesty, from the participation of Brentaal. To this end, having consulted with my government, I offer my world as a signatory pending consideration of the amendments I have suggested. I would also encourage the other parties to this treaty to invite other influential trade worlds, such as Commenor, into the fold.

Vjun, as the only present member, and as yet to ballot its commissioner on the other world's membership due to the pause imposed by the request of Senator Cambrist approves the proposed change to the treaty, and also is happy to welcome (in order of signing).

To the coalition and welcome their input to increase the freedom of the markets in the Empire.

As per the treaty, any future changes to the treaty will require a simple majority of commissioners.

Alsakan believes this is a treaty for the benefit of the Empire as a whole, and as a sign of unity, casting aside the bad days of the Empire we invite Senator North of Imperial Center to sign at the same time as us, to show the past is behind us and that we can move together into a new era of peace and happiness together, hand in hand, the two giants of the Core.
