My Lord, I write to you in response to His Excellency, Grand Vizier Pestage's, request for us to work in collaboration for a spending bill that would fully fund the research and construction of an updated version of the Empire's 'Star Destroyer' class of ships, etc etc. Based on my initial calculations and research into the more public technologies advanced by the Imperial military, I propose an omnibus spending measure that would total somewhere in the range of 75-100 billion credits and include the following line items:

Expenses

+ 20 billion for the expansion and refitting of ship yards that have the capability of producing star destroyers
+ 50-75 billion for the prototype Imperial II - class of star destroyers to be produced
+ 5 billion for advanced research on various classified ship projects

Revenues

- 20 billion diverted from internal security/intelligence efforts, primarily on Imperial Center and other core worlds
- 50 billion from phasing out obsolete social services accounts (primarily non-humans affected) and welfare programs
- 25 billion raised from additional tariffs on non-essential goods and manufactures
- 5 billion from more stringent prize ship standards for pirate ships captured in the field, including a steeper cut for the Imperial treasury

This bill would clearly advance His Majesty's pursuit of space dominance, security for the Empire, and the requisite technological advances to achieve such space superiority while maintaining fiscal neutrality in the upcoming fiscal year's budget.

Following the gains we are surely to have following the now guaranteed passage of the Dated Asset Sales Act, I can agree that this is an effective first step. Feel free to submit your full legislature to the Senate with myself as a co-sponsor. As a side note, I must inform you that the Imperial II design project, formally known on the books as Project Neutron, is an above top secret issue at this point. I will require your submission to a non-disclosure agreement until the deployment of the said design; during the effect of this agreement you will be subject to full coverage by the ISB. I ask that in the legislation you either simply redact the mention of the Imperial II or just mention those costs as those towards a primary research initiative.

Indeed, the full technical details of such a new class of star destroyers would be hidden from general Senate preview in any bill I propose, including the name of such a classified project. I will, of course, sign onto all relevant security paperwork, et al. My own knowledge of this top secret project stems from my close contacts within the Bank of Commenor, which is a loan guarantor to the KDY for advanced special projects with extra funding going towards capital ship R&D. Due to my former status as a governor of the Bank, I have ready access to current funding projects from the loan side of things.

Assuming the smooth passage of your Dated Asset Sales Act, I estimate that much of my revenue cuts stemming from the higher priority intelligence and internal security budgets can be retained. I would predict these types of cuts would be controversial in the Senate in any case, despite the fact that those revenue cuts would go directly to funding future defense projects.

I sincerely thank you for your support and endorsement of my proposal. I should have a final draft to present to the Senate by the end of next week at the latest.
