It is quite understandable that you would wish to defend your space against intruders, but from what Senator Ryuun has made open to the Senate, there seems to be little in the way of oppression and use of 'flails of war.' Just because it says in your scriptures that people should obey laws does not mean they do so. Greed and duplicity are not solely human factors, after all.
Incidentally, I would say you are servants of the Empire and not the gods. These gods you speak of should be a secondary loyalty to the Empire and its glory.
As a final notion, while Senator Ryuun may not be the most staunch supporter of Human High Culture, he and his do not seem the type to menace the females of non-human species. Perhaps you are simply misjudging an attempt to, as he said, bolster productivity as an attack on your world. Is it true, I might ask, that you have strenuously objected to Imperial mining of your planet's cirrifog?
