| In accordance with Section II, Article I of the Intra-Imperial Relations Act, the government of Ralltiir notifies you, Your Excellency, of its intent to deploy a relief force to Monor II for the purpose of assisting the government of Monor II to assure the integrity of its space against the recent incursion of the planet Druckenwell. Ralltiir will be acting in concert with forces from Alsakan on this operation, and writes to you on behalf of its government as well. While our intent is not a violent one, we cannot rule out the possibility that the use of force may occur if Druckenwell continues to disregard Monor II's rights—rights that His Majesty intends for all of his worlds ("in good standing") to enjoy in equal measure. Provided the Empire has no objection to this operation (as we understand the policy of the Empire to be one of neutrality on the Monor II blockade), it shall commence within 12 standard hours.
