SUBJ: Clarification of Monor II

As I'm sure you are aware I have traveled to Monor II with the intent of mediating the furor that has erupted there. My intent in contacting you is to request information necessary to clarify several points of contention between the parties.

I understand that the Empire's official stance is one of neutrality on this issue, but I would like to obtain the Empire's opinion on the following points of contention.

Is Monor II behind in its production quota obligations to the Empire? Druckenwell represents that Monor II is indeed behind in its obligations, with the expected protest from the leadership of Monor II.

Is there any substance to the claim that there has been smuggling and illegal arms activity arising from the Monor II system?

Will the Imperial Navy intervene if open hostility erupts between Druckenwell, Ralltirr, Sluis Van and the Cronese Mandate?

The Empire has been presented with statistics showing that Monor II could fall behind in its production quotas in a matter of some years if certain corrections are not made. One of these corrections, which the Empire has raised with Mr. Agapos, is the possibility of an Imperial mining concern on Monor II to extract cirrifog at a more reasonable rate. Mr. Agapos has expressed hostility to this idea but has not "banned" Imperial mining on Monor II as no mining concern exists there at this time. The Empire's concern, above all, is that Monor II is able to meet its tribute obligations to Imperial Center, and the Imperial mining of cirrifog is generally considered the most logical way to do so considering the scarcity of other resources or industries on the planet.

With regard to illegal arms smuggling, the Empire has received reports of it in the Doldur Sector but pending a full investigation there is no indication of its origin at this time, whether from Monor II or elsewhere. However, both Falleen and Druckenwell itself are considered more plausible foci of the arms trade on account of their larger populations and suspected criminal "underworlds." Also, Monor II, as we've all become quite aware, is resistant to outsiders operating on or above its planet and would be as likely to oppose the presence of arms dealers as it would the presence of Druckenwell. This is the assessment of the Moff of the Doldur Sector's office as well.

And to answer your final question, the Empire is disinclined to intervene. It will do so if necessary, however, based on a number of factors including the relative potential for economic damage to these worlds and the diminution of their capacity to defend themselves. Both of these are relevant to the Empire's interests, and the Moff of the Doldur Sector is keeping the Ruling Council apprised of the situation. But no, there are no immediate plans to intervene.

I hope this is of help to you, Senator. While the Empire is neutral on the claims of the various sides, it does, naturally, favor a peaceful resolution.
