| (This statement would be posted to the Holonet and all Imperial Officials as soon as it was confirmed that the Factfinding mission lead by Bernard Oriel had departed Parein II and had made hyperspace. Up until this point no statement would be made.)

Following the recommendations and suggestions of a group of regional specialists and Imperial High Officers, the Imperial Ruling Council and His Majesty have decided to generously offer the following gesture of welcome and citizenship to the "Independent Hapan Nation" to offer it freely and fairly the chance to become the "Imperial Hapan Nation of Parein II" so long as the following (generous) terms are adhered to in full. These are especially generous terms considering the manner in which these "refugee" Hapans have settled an Imperial World without permission.
Thus the Emperor and his loyal Servants offer the Independent Hapan Nation the following terms
1. Parein II will remain a world of the Galactic Empire. The world will be posted an Imperial Garrison and Governor, in exchange for this their officials may continue to run this Imperial "Hapan Nation" as they wish, their day to day governance will be maintained, they will be entitled to vote for/appoint a representative to the Sector Legislature and Imperial Senate.
2. All Hapan Refugees will be offered Imperial Citizenship (and must take an oath of allegiance to the Emperor), this will include all the rights and responsibilities extended to all Human Citizens of the Empire.
3. If Hapan Refugees do not wish to become Imperial Citizens then they must leave Parein II and the Galactic Empire within 6 months and are free to do so without let or hinderance.
4. The Empire requires that all Hapan design warships must be surrendered to the Imperial Navy within 24 hours of the issuance of this statement.
5. In order to avoid a possible deterioration in relations between the Galactic Empire and the Hapes Consortium, All beings wanted by the Hapes Cluster's government will be returned without further ado.
These are fair and just terms which give an equitable outcome for every Imperial Citizen involved in this incident, and for the people of Parein II, who have been subjected to such an unwarranted and unchecked wave of immigration from the Hapes Consortium.
To all the Hapan Refugees who accept Imperial Citizenship we welcome you to the Galactic Empire and hope that you will help magnify and honour the great rights and responsibilities given to you, and that you will honour and regard all those in the Empire's past who have laid down their lives for this great and just Empire.

Addendum: With regard to point 5. Deportations to the Hapes Consortium will be made as and when diplomatic representations inform the Empire that beings are indeed wanted and request their return, at this stage the return will be reviewed on a case by case basis. Hapan Refugees who warmly accept Imperial Citizenship and are seen not to obstruct the work of the Empire on Parein II will be viewed positively and may be granted leave to appeal against any possible extradition. Hapan Refugees who are seen to make all possible measures to aid the Imperial Government with regards to the imposition of these terms will be viewed in an especially positive light and may be granted full political asylum if their effort and worth merits it.
