I have proposed a new Capital Vessels Act.
While you were opposed to the original on the basis that it would act to violate your sensibilities regarding ship modiciation, I hope you will see the liberalized approach in the Capital Vessels Act II as being likely to cause less modifications to be necessary while closing loopholes and increasing the efficiency of the enforcement process.
