An Investigation into the Raid on the Moon of Deralia

A Preliminary Investigation into the Raid on Celeste

Summary

A Maurauder-class Corvette with no marking or transponder arrived in the Deralian system. The Deralian Fleet was not present as it was underway to it's botched campaign at Dantooine.

Remarkably the Deralian Corvettes had been withdrawn also, even though they were not used to strike Dantooine, a remarkably curious operation considering that Deralia consider's the region to be (in the words of it's Senator) in a "dangerous area of space" where they believe "Piracy and smuggling are as common as breathing, and rogue mercenary groups can pop up from time to time. Not including the threat from Separatist remnants and these "resistance" movements" (It should be noted that this statement is an erroneous one, the sector is no more dangerous than it's neighbours and has a decreasing crime rate) however, it illustrates a fact that despite the "dangers" in the region, Deralia felt happy to move it's whole fleet away from it's world, leaving it open to attack.

The vessel was able to spend a quarter of an hour manouvering into a strike position before making targeted bombardments on Deralia's moon before spending five further minutes manouvering and retreating beyond Deralia's gravity well.

The Deralian Government did not call for help from the Imperial Navy despite ships being in the area, neither did they inform them so they could effect a pursuit.

Likely aggressors - Status unknown

Possible options:

- Rebels: A group known as the "People's Front of the Rim" claimed to be behind this attack, we have been unable to verify this as the group has been little heard from before aside from on digital forums. Intelligence will naturally be chasing this up with attempts to infiltrate said group.

- Huttese Raiders: It is possible that raiders struck from Hutt space (the Maurauder-class Corvette is a popular ship in that area) indicating that it is possible that Deralia has invoked the ire of one or more Huttese groups. The group appeared not to be interested in a ground raid, although it is possible that they expected Deralian forces to intercept and were either making a recon of the area or targeting specific individuals/assets. Analysis appears to show little pattern to the strikes.

- Deralian Conspiracy/Political expediency: The Deralian Government or Factions within it, may have perpatrated the attack in order to justify further action against Dantooine. While this is not a likely option, it should be noted that Deralia does have a record of black operations against Dantooine and has abundant reason for seeking justification. It should be noted that despite the Deralians having the ability to do so they had placed few defenses on their populated moon, while putting an obscenely expensive Planetary Shield Generator on Deralia (the only one seen in the Sector or surrounding Sectors). The Deralian fleet was not present. No effort was made to call for Imperial Help.

- Deralian ineptitude: The Deralian Government is not noted for the efficiency of it's military operations, and indeed has recently humiliated itself in botched black operations at Dantooine followed by what may have been a botched invasion. Analysts from the Anaxes Military Academy described the Deralian military leadership as being "unable to plan a piss up in a brewery" and cited a large number of poor officers and political appointees in the chain of command. It seems very possible that the reasons above attributed to a political conspiracy could just as easily attributed to ineptitude on the part of the Deralians, and as the maxim goes "never attribute to malice which can be adequately explained by ineptitude". We find it the most likely option that poor planning lead to the Deralian fleet being away in it's entirety, and inept command officers failing to call in help.

Action proposals

The case has been refered to the appropriate Sector Authorities for further investigation of who perpatrated this raid.

Diplomatic enquiries have been raised with the Hutt Cartel to seek more information.

Patrols have been redoubled, it should be noted that the Nebulon-B Frigate "Pegasus" and it's escort "Valiant" were present less than five minutes light jump from Deralia. In the several minutes in which the ship arrived, manouvred, fired and departed there was no call for help. This lack of a call for help prevented interdiction and also pursuit.

Deralia needs to improve the quality of it's command cadre and officers.

A further inquiry shall be launched into the planning of the operation by the Deralian Government, the results of which will be scrutinised by the Sector Government.

Deralia shall present to the Tammuz Sector Government the officers or officials responsible for the decision to leave Deralia unguarded, they are to be considered under an arrest warrant for the following offences:
- Damage to, or loss of, public property by negligence.
- Negligent homicide.

The officers on duty and responsible for planetary defense at the time of the raid shall be considered under arrest warrant for:
- Incompetent handling of systems leading to deaths and damage to property.
- Failure to do their utmost in the face of the enemy.

Deralia is to be mandated to keep a vessel on station in the Deralian system at all times for the protection of Imperial lives.

Deralia is advised to reevaluate it's defence model so as to provide defense to all citizens as equally as possible.

I, Moff Levi, feel that the conclusions raised by this inquiry are wholly valid and issue the suggested action as an edict, while making no judgements about cause it is my duty to protect Deralia in future from any potential ineptitude or cavalier military ventures.
