Dear Colonel Tsai

I am writing to you at the request of my good friend Mr Martin Flagg is indeed owner of the "Silver Pendant" chain of Casinos. He is up to date in his payments of tax and is to all our awareness a good and loyal Imperial Citizen. He is in possession of all licenses as required by the Galactic Empire, although of course if your sector wishes to impose further requirements (as it does in many fields) this is of course your own affair.

Mr Flagg is a regular COMPNOR donor, and has been for some years. As a loyal patriot I trust you will help him expedite his business within the Cronese Mandate, to the extent the law allows.

It is illegal to establish any gambling house, or casino of any kinda as it is illegal to gamble in the Cronese Mandate. No such documents stating that the Empire recognizes his casinos were ever filled with the Government of the Cronese Mandate, nor security forces, or Minister of the Interior. Any such claims on said documents being issued by the Imperial Commission (Which seems to have just popped up with out a request, as there is also no article on Wookieepedia that expressly states that the Empire ever had such a commission) were viewed as an admission of illegally producing Imperial Documents which falls under the perview of Imperial Intelligence and COMPNOR. Mr. Flagg has been extradited out of the Cronese Mandate to the Imperial Courts, and has also been banned from entering the Cronese Mandate due to his running of an illegal chain of establishments.

We are surprised that you have made the decision to rob your government and the Empire of the extensive tax revenue provided by legal gaming, this is your choice though and not one which I question. Mr Flagg's documents are in no way fallacious and I have no doubt the ISB will release him promptly.

I do think it might be logical if your Mandate was to publish a list of all the laws which are "unusual" so that in future Imperial Citizens might not get stung by your confiscations (such as a seizure of a whole shipment of simple mint alcohol) and preventing the Import of foodstuffs without a lengthy process clearly intended to stop their import.

Just so you are aware, banning an individual (without trial or conviction) and their ships might be illegal under the Protection of Trade Routes from Rogue Sectors Act. I would suggest you consult your lawyers so as to avoid problems.

You'll noticed that only Mr. Flagg has been banned from the Cronese Mandate, where the Protection of Trade Routes From Rouge Sectors Act specifically states that no merchantmen, referring to vessels owned by an Imperial citizen, are not to be barred. Mr. Flagg is the only one that has been banned from the Mandate, nothing has been stated that would ban any vessels that he may own from entering the Mandate. You'll also notice that not all of this Casinos were closed, while Gambling is illegal throughout the Mandate, gambling has been and is still legal on the planet of Arcan IV. Mr. Flagg's casino located on Arcan IV is still running as that is the only planet in the Mandate on which it is legal to gamble. Those casinos that were established on other Mandate worlds are the only ones that have been shut down.

As for your concern on the "Mint alcohol," the decision to seize it was made by the Minister of Health, whom upon hearing of a new alcohol being introduced to the people, without any previous knowledge of the alcohol, as it appears to have just been made by Vjun, nor any previous health and testing records known to the Mandate, even with it being claimed that the Imperial Trade and Commerce Authority had approved it, when the Trade and Commerce Authority only issues guidelines, it was deemed necessary for further testing to ensure that it is safe to consume by the people of the Cronese Mandate, actions which are legal, before it is released to the public.
