Dear Moff Levi,
My King has instructed me to inquire as to your position regarding a potential blockade of the Deralia system. King Leonard is not pleased with the antics of the Deralian monarchy, and not wanting his own position within the Empire to be compromised by the antics of Outer Rim would be despots, would like to take further action to end this Deralia fiasco.
He is a very generous king however, and would like to offer fair market price for Deralia's Venator Class, to remove the battleship from Deralia's arsenal and provide it with the necessary funds to retool its defensive fleet to a more appropriate composition. This would be in lieu of the blockade.
I am also instructed to ask if you would be opposed to a change of government on Deralia, as one of the demands of the proposed blockade. Surely there is a suitable noble family that could assume the throne, or a more democratic government be installed?

Senator VolFyr,
The position of the Tammuz Sector would be to remain neutral in any such blockade by yourself or any other responsible core world, and would be reasonably comfortable with the confiscation of Capital-vessel assets from Deralia due to it's possession of a planetary shield. Naturally, this is all contingent upon the Sector Treasury receiving 33% of the value of all cargo, vessels, currency and other chattels captured during said action.
We do caution you that regime change might be highly inadvisable, and was the problem with the initial Deralian attack on Dantooine. Furthermore, we do not comment on the throne of King Deralius, the Sector recognizes him as King but would accept the will of the Deralian people if another leader were to arise. We would encourage you to consider that outright invasion might be undesirable at this time but of course leave it to your world to discuss options.
We stringently encourage you to expend all diplomatic and peaceful options before entering into a widespread operation. As we say, if you are willing and able to put together an orderly blockade to bring relatively peaceful pressure on King Deralius without questioning his throne, legitimacy or people - we would have no objection to this.
Furthermore, we would insist that this conflict was executed within the normal conventions, and that the lives of civilians who do not attempt to run any proposed blockade are safeguarded. In order to set a blockade you will require the consent of the Ruling Council - you are permitted to present them this letter as a sign of my support for worlds asserting their right to protest against one another.
