Sir,
I was a member of the Eclipse Class of the Galactic Outdoor Survival School. You've probably never personally heard of the class, possibly not even the school. GOSS is a private venture, that instructs its students in survival skills, often in environments conducive to their death (i.e. a Mon Calamari in a desert, a Human near a volcano, etc.). I can tell you that the experience is life-changing, and the skill set you leave with can have a lasting impact. I can guarantee that there were a couple of situations in the Clone Wars that, had I not been a graduate of GOSS, I would not be here today. Up until this year, my class was the second best to have graduated. This year saw the graduation of the Twilight Class, of which I'm told we have lost any utter track of. It is rumored they have formed their own special operations resistance group.

This is not to say that GOSS is an insurgent training facility; hardly, some of our best agents and operatives have come from GOSS. However, being privately run and independent, there is no check against insurgents using GOSS as a tool through which they can obtain special operations-caliber personnel, thus increasing their lethality in relation to their operational capabilities. Barosa Warren, the Chancellor of the school, is a known loyalist, and is said to be outraged by the actions of the Twilights. While I am not speaking ill of him or his school, insurgents have snuck in now, and they are most likely willing, and capable, of doing so again.

I am not proposing we get our intelligence or security communities involved in the matter; not yet, anyway. I am proposing, however, that we ensure at least one member of the Imperial military is in every class from now on at GOSS, to ensure we know of any potential problems, and on the beneficial side, gain highly trained personnel at little cost to the Empire. Despite his loyalty, Mr. Warren is ardent in his school's independence. While I would like to bring the school under direct Imperial control, for now, it seems a slow move towards such an acquisition would be the optimum course of action. This is recommended with the support of the Strategic Studies Institute, as an alternative method of special operations training. We hope to include it in our annual report to the Ruling Council next year, if it is not already implemented, however, I'd like to hear your opinion on the matter first.

General,

I find myself in complete agreement. The loss of this "Twilight Class" is troubling indeed, but closing down this training school would be premature if we're able to infiltrate it instead and use it to our advantage. A training school of this sort is bound to attract would-be rebels, and all we need do is as you said, have an agent in each class to report on the politics of the other trainees. I'm going to CC this message to Deputy-Director Olsen for his opinion. Deputy-Director?

A superb idea from General Karath, Your Excellency, for the reason he and you both have said. And in addition to monitoring the politics of the school and its students, this would familiarize our agents with the sort of training regimen that rebels might be availing themselves of and, moreover, GOSS's regimen is a good one, as the General has said, and it'd be beneficial for our agents to go through it on its merits alone. One agent per class at the school, is my recommendation—while it'd be desirable to have another agent to act in a supporting role, more than one would probably cause suspicion. Intelligence can handle this with your blessing, gentlemen.
