| Gentlemen,
If it's the case, as it appears to be, that the Imperial world of Monor II is pursuing a war with the Imperial world of Dantooine for religious reasons, and without consulting the Empire or providing notification to us, it is requested and required of you that Monorian forces be destroyed. See to it your assets in the Riaoballo Sector are adequate for this purpose, as Imperial Intelligence has confirmed that Monorian ships are en route to Dantooine—they're currenty in the Churba Sector, well over a week from their destination, and this should be more than enough time to beat them there. (I'm forwarding to you the Intelligence report from Churba on the observed strength of the Monorian forces).
Having not been notified, the Ruling Council doesn't know that Monor II's intentions are. Monor II's statements on this matter have been incoherent. Thus, be sure it is Monor II that "shoots first" (or it's apparent that it intends to do so) before you engage. Is this understood, gentlemen?

| Considering Agapos the Ninth's recent anti-Imperial agitation, I think we'd better. But make no overtures against Monor II until we've discerned its motives at Dantooine. Also, don't involve Druckenwell in this; it needs to be reminded that the security of the Doldur Sector is not exclusively its concern.
