Sir,
I apologize for contacting you in this late hour, however according the reports I have received, there appears to be growing, sudden and unexpected, episode civil unrest on Lorrd. While I believe our control on the Holonet has left this to be a local event thus far, should this get any worse, the notoriety of such a turn on a pacified and loyal world would make headlines throughout the Galaxy. It it with this concern that I suggest the following.
1.) An immediate HoloNet blackout of the Kanz Sector (military channels excluded). A public story of an unexpected relay error requiring its replacement should be sufficient enough. This blackout shall last one standard month.
2.) An Corps, preferably an Atrisian Corps, and Stormtrooper Legion, outside of the Kanz Sector command, shall be immediately deployed on the surface of Lorrd to restore order to the planet and ensure civil unrest comes to an immediate end. All instigators shall be arrested and imprisoned.
3.) In the time it will take these additional forces to reach Lorrd, we must utilized all available ISB and COMPNOR assets on the planet to attempt to restore order.
It is clear that Moff Shirnoq has lost control of Lorrd, somehow. I do not not how, only the end result, and where this road leads. We must end it now, or we may see a full fledged civil war break out on Lorrd, and a rebellion against us on our hands. I ask that you consider this plan of action in your deliberations on the issue, and if so ordered, can have the plan in motion within twelve standard hours.
