General Relius,

Having read your statement of earlier today, it seems some accounting is in order for my "blatant disregard for justice for the brave men and women of the Imperial uniformed services who have lost their lives attempting to bring peace to the beautiful and tragically spoiled world of Naboo." Mr. Rai Po has committed crimes against the people of Naboo that my government is prepared to prove in a court of law. Your list of war crimes for which Rai Po is wanted, on the presumption there is a war on Naboo and thus some basis for war crimes, appears to be mostly unsubstantiated, if not entirely so.

If you had evidence for these crimes and, more importantly, a court of law in which to show this evidence and prove Mr. Rai Po's guilt before the public to which I am accountable, my government and I would be more inclined to cooperate with you on this matter. As it is, we have no confidence in your ability or intent to prove the charges you've made against Mr. Rai Po, and as the possibility exists that Mr. Rai Po, a citizen of Naboo, might be tortured in your custody, we are doubly skeptical about remanding him to you. The conduct of your forces in the siege of Otoh Teers gives us no confidence in your treatment of the Gungan people, innocent or guilty.

Perhaps, General, we have different notions of justice. While Naboo does have a higher standard of living than Deralia does, to call it a "spoiled world" on this basis and, moreover, to declare that I'm the one "displaying a blatant disregard for justice" shows only a continuing, perhaps willful ignorance of Naboo, and the willful ignorance of the rule of law for which Deralia has been known in the past. If I am wrong, I welcome you to prove me thus with your cooperation and support of Naboo's case against Mr. Rai Po.

When Imperial military personnel are killed in a militarily organized and structured strike, there is a war occurring. No matter how much you ignore such facts, or worse, lie to yourself about the facts, the facts nonetheless remain unchanged and unblemished. Yet there was not formal declaration of war, nor does any government back this Gungan army, thus this is an insurgency, conducted by individuals who are illegal combatants under galactic laws of war. While you believe that I presume there is a war on Naboo, I know there is a war on Naboo; one I will fight in order to protect this world.

I'm afraid I am not personally privy to the charges against Rai Po, as I am not a member of the JAG Corps, however, as they are war crimes, he is to be tried by military tribunal, which I do have available here, within Fort Spearhead. I am not only accountable to the public, as you are, I am also accountable to my superiors, as well as to military law in additional to civilian law. We do not have an accountability issue here, Governor. While it deserves no address, the Siege of Otoh Teers is still being investigated, however the forces involved were Stormtroopers, which are not under my direct command. As is expected, I will appraise you of the situation in Otoh Teers as soon as I know anything.

I am not aware what relevance my homeworld has in regards to my actions or the issues Naboo faces. I will not willfully disobey my orders nor shirk in my duty just to placate your contrarian and oppositional leadership. I find it shocking that you would attempt to convince me to conduct myself in a less than befitting manner to make you pleased or gain your cooperation. That is bribery, Governor, and I would hope that an individual such as yourself would not befall to corruption so early in a young and promising political career. I will forgive such an act, but I would not suggest resorting to such underhanded methods again.

General Relius,

If calling for compromise and cooperation on this case constitutes a "bribe," what foolish men must we be to attempt to "bribe" one another in turn? Don't let's be silly, General. It's clear this discourse is not a useful one; one of us understands the other, the other does not, and which of us is which depends, I expect, on which of us is asked. At the very least, I have communicated to you the position of Naboo's government on this case, and to the extent the Imperial position on it is consonant with reality on Naboo or comprehensible at all, I have comprehended it. It's unfortunate that we have so little common ground on how to prosecute Mr. Rai Po and other criminals of his kind. Hopefully we can find other areas on which to cooperate in the future.
