Senator,

I'm thinking of proposing a working group of Senators to study the planetary use-of-force laws currently on the books (such as the Intra-Imperial Relations Act) and whether these laws can or should be improved or, if not, repealed. I approach you on this because you've been a dissenting voice on the Defense Committee and I'm in need of a dissenting voice in this working group since the use-of-force laws are, for the most part, written by me. However, I've begun to harbor some doubts about them; namely, the Empire doesn't tend to concern itself with every inter-planetary dispute, and understandably so. But the current laws require the consent of the Empire for any and all uses of force by one Imperial world versus another.

Sometimes war is necessary, and even beneficial in the long-term to inter-planetary relations. It can, for instance, dislodge economically-entrenched interests and open worlds or entire systems to free trade. I fear the current use-of-force laws are too strict in this respect. Before I propose it to the Senate, would you be interested in lending your voice to this working group?

Senator Cambrist,

While I see the wisdom in your statement and I most fully agree, I do not know what the word of a self-resigned Vice-chairman of the Defense Committee will count for in this matter. Nonetheless, I do feel strongly enough that I am willing to join your working group and see the heavy restrictions of Senate-imposed laws altered or removed to allow for some breathing room, so to speak.
