The Bisellia System Charter

Emperor Palpatine, ruler of the galaxy does so unto his loving and well-disposed subjects Baroness Raulyn Hawkshaw Magrath, Baron Cole Rafferty Magrath, Miss Audrey Isabel Magrath, Mr Margrave J. Lawney Telford Magrath, and Miss Zylphia Feany Magrath name them as such suitable to make habitation, plantation, and to deduce colonies of sundry of our people into the part of the Clacis Sector commonly known as the Bisellia System.

And to that end of their said intent to make plantation and habitation there; as such that the lands remain the property of the Emperor; that the Magrath family shall be the Emperor's tenants of the Bisellia system, to rule in his stead as they see fit.

We, greatly commending, and graciously accepting of, his [Emperor Palpatine] desires of such noble a work of spreading peace in propagating to such people as yet live in darkness and miserable ignorance of the true knowledge of peace which the Galactic Empire brings: Do by the gracious accept of, and agree to, this humble and well-intended desire.

Article I

And do therefore establish this Charter that the Magrath family under the leadership of Baroness Raulyn Hawkshaw Magrath shall be given unto henceforth the lands, soils, grounds, havens, ports, waters, mines, minerals, woods, marshes, fauna in the name of Emperor Palpatine; as such to do with as they please as his tenants of his worlds. As such all lands, soils, grounds, havens, ports, waters, mines, minerals, woods, marshes and fauna are to be the sole property of the Magrath family; unto which all decisions of ruling shall be made; save for which those as listed above are claimed by the Empire in the name of the Emperor himself, including but not limited to artifacts of danger or particular note, species of which can provide labor for the Empire, etc etc.

Thus excluding that which the Empire claims in the name of the Emperor, all lands, soils, grounds, havens, ports, waters, mines, minerals, woods, marshes and fauna are to be for all intents and purposes under the stewardship of the Magrath family; which shall have the final say in all matters of the Bisellia System; and do therefore grant the Magrath family ownership of all as said above to ensure the establishment of habitation and plantation under the guidance of the Magrath family.

Article II

And do therefore the Magrath family shall be recognized of their continued loyalty and service to the Empire and the Emperor; as such that the Baroness Raulyn Hawkshaw Magrath and her husband the Baron Cole Rafferty Magrath shall be thus granted and named respectively as the Duchess and Duke of the Bisellia system. And unto which their children Mr Margrave J. Lawney Telford Magrath and Miss Zylphia Feany Magrath shall be named as Prince and Princess of the Bisellia System in recognition of their position as the heirs to their parents hereditary titles.

And to such ends as Miss Audrey Isabel Magrath; youngest sister of Baroness Raulyn Hawkshaw Magrath; shall be named Baroness of the Bisellia System. Unto which all such responsibilities, properties, and wealth shall be placed.

Article III

And we do therefore, for Us, our heirs, and successors, shall act in accordance to all Imperial laws; in which all citizens of the colonies shall be fairly treated. Thus it shall fall unto the Magrath family; that all administration of the Bisellia System shall be theirs to enact. As such it shall be that Baroness Raulyn Hawkshaw Magrath; for all intents and purpose; shall take upon the position of Imperial Governor of the Bisellia system. Thus as established above she shall be; as the rest of the Magrath family is; the steward of his majesty the Emperor's worlds.

It shall therefore fall unto the Baroness to establish all laws of the worlds in the Bisellia system; to establish the permissions of and denials of any and all contracts that shall be forwarded to the Magraths at the time of conceivement. Thus it shall remain that the Magrath family will be those whom shall administer the worlds and colonies of his majesty the Emperor in the Bisellia system to ensure that all desires and needs of the Empire are met.

Article IV

Thus all laws in regards to taxing as already established by the Imperial Senate shall remain as such in effect within the boundaries of the Bisellia System; including which the Empire shall be paid 33.33% of all natural resources mined within, prospected or found within the Bisellia system. As such it shall fall unto the Magrath family to diligently report any and all findings of natural resources.

Furthermore; due in part to the rich soil, grounds and waters of the planet Bisellia II and its moon; the Magrath family shall, through the use of a large labor force; establish agricultural colonies on the world of Bisellia II and its moon; with the intent of producing large quantities of foodstuffs; not only to supply the Empire with said foodstuffs; which shall be paid at the rate of 35% of the annual crop; that the remaining 65% shall be utilized in any manner as seen fit by the Magrath family; to do with as they please as such to either sell the foodstuffs; including using it for the continued growth and thriving of the Bisellia colonies.

Article V

For their better Safeguard and Defense, according to their best Discretion; The Magrath family shall be permitted to raise a proper naval force of vessels to ensure the protection of the shipping lanes within the Bisellia system; as such they shall also be permitted to raise a proper force of armed personnel to ensure for the safety of the colonists on the worlds below; be it from raiders or dangerous animals.

To this end the Magrath family shall be treated as the governing and political body of the Bisellia system; as to which they shall not be held to the same standard as a private person or a company; unto which laws would prevent either from establishing a force to ensure for the safety and safeguard of others. These powers however shall be limited to the Bisellia system itself, and their ability to enact and levy war against others shall be restricted as it would to any neutral third party in a conflict. Thus the forces of the Magrath family may not act in any aggressive manner and shall only act in the preservation of life; be it their own or the life of unarmed civilians set upon by an aggressive force.

Article VI

In addition to those as presented above; to lessen the waste experienced by the Empire; in the form of the continued care and treatment of the clones; the Magrath family will at the behest of their own spirit to support the Empire and see it thrive, shall at this point offer their own service to the Empire. This service shall take on the form of a contract in which the Magrath family will at their own cost take on a set number of clones as deemed fit by the Empire; in so much as the clones are willing to continue their own lives rather than take them, i.e. "Those clones wishing to continue their lives in peace and seeking their own quiet portion of the galaxy when no others shall be willing to take them in; or those planets willing to take them in face prejudice by their people against the clones; shall be permitted to take up the offer to help aid in the Magrath's continued support of the Empire by aiding in the endeavor to bring civilization to the Bisellia System."

Thus to this end, the Empire would permit those clones wishing to continue their lives out of sight, to join the Magrath Endeavor of settling the Bisellia system, to make habitation and plantation as so stated above. In return, the Magrath family request that for their continued support of the Empire, and their aiding in the continued question of what to do with the clones; that the Magrath family be permitted a suitable tax cut of their gross income over the next five years, starting at 1% per every 25 clones taken on by the Magrath family. With a continuation to be considered and renegotiated at the end of the five years established.
